EPA-WHITE GOODS RECYCLING

Amends the Environmental Protection Act and the State Finance Act. Provides that white goods may not be disposed in a landfill unless the white goods components and recyclable components have been removed. Creates the White Goods Disposal Fund and the White Goods Recycling Fund as special funds in the State treasury, and provides that moneys in the Funds may be used for certain administrative purposes and for grants to certain manufacturers of products composed of recycled material. Requires retailers of white goods to collect a fee of $8 from the consumer for the purchase of white goods, and requires the retailer to pay all or a portion of that fee to the Department of Revenue for deposit into the White Goods Disposal Fund and the White Goods Recycling Fund. Sets forth provisions for the fee collections and returns by retailers. Provides that the amendatory Act does not authorize rulemaking. Effective immediately.

MED PRAC-CULTURAL COMPETENCY

Amends the Medical School Curriculum Act. Provides that the curriculum in each medical school operated in this State must include instruction in cultural competency designed to address the problem of race-based and gender-based disparities in medical treatment decisions. Requires a medical school that includes such instruction in its curricula to offer, for continuing education credit, cultural competency training that is provided through classroom instruction, workshops, or other educational programs sponsored by the school and that meets continuing education criteria established by the Department of Financial and Professional Regulation under the Medical Practice Act of 1987. Amends the Medical Practice Act of 1987. Requires an applicant for licensure under the Act who is licensed in another jurisdiction to have completed cultural competency training consistent with that required under the Medical School Curriculum Act. Provides that continuing education requirements for persons licensed under the Act who did not receive instruction in cultural competency must include the completion of cultural competency training during the first renewal cycle immediately following the effective date of the amendatory Act. Effective immediately.

PROMPT PAYMENT-BUDGET/PENALTY

Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires that the Governor's submitted budget include information concerning the amount and description of overdue bills and invoices under the State Prompt Payment Act. Amends the Prompt Payment Act. Accelerates the payment period from 60 days after the bill is submitted to 30 days after the bill is submitted. Increases the interest penalty from 1% to 1.5% if the payment is not made within 60 days after the bill is submitted. Effective immediately.

CRIM CD-ONE GUN PER MONTH

Amends the Criminal Code of 1961. Changes references in the statute on unlawful sale of firearms from "sell" or "give" to "transfer". Prohibits multiple sales of handguns within a 30-day period. Creates the offense of unlawful acquisition of handguns. Provides exemptions and affirmative defenses. Penalty is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense.

OPIATE PREVENTION-TREATMENT

Amends the Alcoholism and Other Drug Abuse and Dependency Act. Creates the Abuse of Opiates Prevention and Treatment Fund. Provides that moneys from federal block grants for alcohol and substance abuse and State funds targeted for alcohol and substance abuse may be transferred or appropriated to the Fund. Further provides that moneys in the Fund shall be appropriated to the Department and expended for the purpose of making grants to fund opiate abuse prevention and treatment programs for indigent persons at no or reduced cost to those persons. Provides that grants shall be made to programs throughout the State, based on proportionate need for the funding in the different regions of the State. Amends the State Finance Act to create the fund as a special fund. Effective immediately.
