$DEPT OF LABOR

Appropriates $2 from the General Revenue Fund to the Department of Labor for its FY 08 ordinary and contingent expenses. Effective July 1, 2007.

TEXTBOOK ADVISORY COMMITTEE

Creates the Textbook Advisory Committee Act. Requires a textbook advisory committee to be established in the office of the provost or chief academic officer of each public institution of higher education in this State. Specifies who must serve on the committee. Provides that a committee shall establish and implement certain policies with respect to textbooks. Provides that the committee shall report annually to the Board of Higher Education or the Illinois Community College Board, as appropriate, on measures undertaken to reduce textbook costs and provide students with cost-saving alternatives. Requires certain information to be included in the report. Repeals the Act on June 30, 2015. Amends the State Mandates Act to require implementation without reimbursement.

MERCURY ADDED PRODUCTS BAN

Amends the Mercury Fever Thermometer Prohibition Act. Changes the title of the Act to the Mercury-added Product Prohibition Act. Defines "mercury-added product". Provides that on and after July 1, 2008, no person shall sell, offer to sell, or distribute certain mercury-added products in this State. Sets out exceptions to the prohibition. Provides that on and after July 1, 2008, no person may sell, offer for sale, or distribute for promotional purposes a mercury-containing manometer of the type used in milking machines on dairy farms in the State. Provides that the Environmental Protection Agency may participate in the establishment and implementation of a regional, multistate clearinghouse to assist in carrying out the requirements of this Act. Amends the Environmental Protection Act. Provides that beginning July 1, 2008, no person shall accept for use as a teaching aid in a primary or secondary school classroom measuring devices containing mercury added during manufacture including, but not limited to, barometers, manometers, and thermometers. Sets out an exemption for devices containing a button cell battery. Provides that beginning July 1, 2008, no person shall install, sell, or offer to sell or distribute for promotional purposes a mercury-added thermostat. Contains other provisions. Effective immediately.

MEDICAID-PSYCHIATRIC SERVICES

Amends the Illinois Public Aid Code. Provides that a "service provider" includes other entities besides a person or a corporation. Provides that the Department of Healthcare and Family Services, by rule, shall establish a separate cost-based reimbursement rate for service providers to provide child and adult psychiatric services on an outpatient basis. Provides that this rate shall apply only to service providers that (i) are certified by the Illinois Department of Human Services under the Medicaid Community Mental Health Services Program and (ii) demonstrate a combined Medicaid, poverty, and uninsured patient population penetration rate of 60% or greater. Provides that the Department, by rule, shall develop a cost-reporting mechanism, which will form the basis for any reimbursements made to service providers for providing child and adult psychiatric services on an outpatient basis. Effective January 1, 2009.

MENTAL HLTH SERVICS-COMMISSION

Urges the Governor to immediately make his appointments to the commission created to review funding methodologies, identify gaps in funding, identify revenue, and prioritize the use of that revenue for community developmental disability, mental health, alcohol and substance abuse, rehabilitation, and early intervention services.

TREASURER-FUNDS DEPOSIT/INVEST

Amends the Deposit of State Moneys Act and the Public Funds Investment Act. Requires applicant financial institutions to submit a linked deposit and public investment plan that demonstrates how it will leverage State deposits and investments to create banking, lending, and investment opportunities within low-income and moderate-income communities, particularly those near its branches, and to disclose any direct, affiliate, or subsidiary relationship with or investment in any sub-prime lending intermediary. Requires the Treasurer to give notice of applications and allow for public comment. Requires a hearing if complaints are documented. Prohibits approval of an application if complaints are substantiated. Requires linked deposit agreements and evaluations of financial institutions to be posted on the Treasurer's website.

DPH-HEALTH CARE REGISTRY

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the registry of health care professionals shall be accessed for the planning for the possibility of an act of bioterrorism or other public health emergency.
