Amends the Illinois Governmental Ethics Act. Provides that no legislator may negotiate for employment with a lobbying entity that engages in lobbying with members of the General Assembly during the legislator's term of office. Amends the State Officials and Employees Ethics Act. Provides that a member may not, within a period of one year immediately after termination of the member's most recent term of office, engage in lobbying with members of the General Assembly, if the member accepts compensation specifically attributable to that lobbying.

Amends the Firearm Owners Identification Card Act. Provides that a federally licensed firearm dealer may charge a fee, not to exceed $10, for the inquiry as to whether the purchaser of a firearm, stun gun, or taser is disqualified under federal or State law from acquiring or possessing the firearm, stun gun, or taser.

Amends the Criminal Code of 2012. Makes a technical change in a Section concerning permissive possession of an air rifle by a person under 13 years of age.

Amends the Children and Family Services Act. Provides that beginning January 1, 2016, the Department of Children and Family Services shall implement a 5-year pilot program of multi-dimensional treatment foster care, or a substantially similar evidence-based program of professional foster care, for (i) children entering care with severe trauma histories, with the goal of returning the child home or maintaining the child in foster care instead of placing the child in congregate care or a more restrictive setting or placement, (ii) children who require placement in foster care when they are ready for discharge from a residential treatment facility, and (iii) children who are identified for residential or group home care and who, based on a determination made by the Department, could be placed in a foster home if higher level interventions are provided. Provides that the Department shall arrange for an independent evaluation of the pilot program to determine whether it is meeting the goal of maintaining children in the least restrictive, most appropriate family-like setting while they are in the Department's care and to determine whether there is a long-term cost benefit to continuing the pilot program. Contains a provision concerning reporting requirements.

Amends the Cigarette Tax Act and the Tobacco Products Tax Act of 1995. Provides that a person who is both a licensed distributor and a licensed retailer shall be issued a single license number by the Department of Revenue. Provides that records may be kept electronically and may be kept at an out-of-state location so long as those records are made available upon reasonable notice for the purpose of investigation and control by the Department of Revenue. Amends the Prevention of Tobacco Use by Minors and Sale and Distribution of Tobacco Products Act. In provisions that provide for increased penalties for retailers that do not have training programs, provides that those training programs may be conducted electronically. Provides that, if a retailer has a training program in place prior to the effective date of the amendatory Act, has a training program approved by another state, or follows the guidelines set forth by the federal Food and Drug Administration, then that training program shall be deemed to meet the minimum standards in this State. Effective January 1, 2016.

Amends the Vital Records Act. Requires the State Registrar of Vital Records, local registrar, or county clerk to inform requesters of birth, death, and fetal death record searches that they may make an optional $1 donation per record to be deposited into the Department of Children and Family Services Special Purposes Trust Fund.

Amends the Child Care Act of 1969. Establishes a Youth in Care Well-Being Monitoring Workgroup to review and make recommendations regarding the Department of Children and Family Services' process of monitoring the well-being of children placed in Department-licensed child care facilities. Sets the minimum composition of the Workgroup. Requires the Workgroup to submit a report to the General Assembly with its recommendations by June 1, 2016. Requires the Department to implement the recommendations it finds feasible and appropriate and respond to the General Assembly within 120 days of the Workgroup report to explain the implementation or non-implementation of recommendations. Requires the Department to provide to the Workgroup all relevant records and information in its possession with confidential information redacted.

Amends the Mental Health and Developmental Disabilities Code. Provides that the assertion of the respondent's right to a jury on the question of whether he or she is subject to involuntary admission on an inpatient or outpatient basis shall not be deemed a request for a continuance beyond 15 days from the date of the assertion of that right. Provides that no respondent shall be required to waive his or her right to a timely hearing on the question of whether he or she is subject to involuntary admission on an inpatient or outpatient basis as a condition of obtaining a trial by jury.

Amends the Firearm Owners Identification Card Act. Provides that if the Department of State Police has not received the Firearm Disposition Record within 5 business days after sending notice of revocation and seizure of an FOID card, the Department must send a second notice to the sheriff and law enforcement agency where the person resides. The second notice shall include the compliance requirements under the Act. Upon receiving the second notice, the sheriff or law enforcement agency shall report to the Department the status and efforts pursued regarding compliance under the Act. If the person whose FOID card has been revoked fails to comply with the requirements of the Act, the sheriff or law enforcement agency where the person resides shall (rather than may) petition the court for a warrant to search for and seize the person's FOID card and firearms. Provides that within 30 days after the effective date of the amendatory Act, and by January 31 of each year thereafter, the Department of State Police shall provide written notice of the requirements of this provision to every sheriff and law enforcement agency within the State. Effective immediately.

Amends the Mental Health and Developmental Disabilities Administrative Act. Permits authorized direct care staff to administer certain medications under the supervision and monitoring of a registered professional nurse in all developmental training settings that are funded or licensed by the Department of Human Services. Effective immediately.
