Creates the Electronic Cigarette Retail License Act. Contains only a short title provision.

Amends the Public Funds Statement Publication Act. Provides that all motor vehicles purchased or leased for one year or more by a State agency shall have a Vehicle Identification Number that begins with the number one, the number 2, the number 4, or the number 5. Effective January 1, 2016.

Amends the Health Access Network Act. Makes a technical change in a Section concerning the short title.

Amends the Criminal Code of 2012. Makes a technical change in a Section concerning gambling contracts.

Mourns the death of Diana D. Suckow of Lake Bluff.

Amends the Children and Family Services Act. In a provision concerning the Department of Children and Family Services' case tracking system, provides that the case tracking system shall monitor and provide data concerning families subject to safety plans as that term is defined in the Abused and Neglected Child Reporting Act. Adds provisions concerning certain requirements a safety plan shall comport with and the termination of a safety plan. Amends the Abused and Neglected Child Reporting Act. Defines "safety plan". Makes changes to a provision concerning conditions under which an officer of a local law enforcement agency or other specified persons may take or retain temporary protective custody of a child without the consent of the person responsible for the child's welfare. Adds provisions concerning (i) the conditions under which a person is prohibited from maintaining a child in temporary protective custody or implementing and maintaining a safety plan; (ii) certain actions that must be taken when implementing a safety plan and certain information required in a safety plan; and (iii) a parent or guardian's right to review a safety plan. Effective immediately.

Amends the Illinois Endangered Species Protection Act. Provides that the removal of an endangered animal from its habitat that is imminently necessary to avoid serious injury, additional injury, or death of the animal, does not violate the Illinois Endangered Species Protection Act. Requires a person who removes an animal under this Section to immediately take the endangered animal to an animal shelter. Requires both the person removing the animal and the animal shelter to report the removal to the Department of Natural Resources within 24 hours of the removal.

Amends the Illinois Governmental Ethics Act. Provides that when a legislator chooses to take official action on a matter despite the existence of a conflict situation, he or she shall (in addition to serving the public interest) also disclose that he or she is taking official action by either: (i) filing a statement with the Clerk of the House of Representatives or the Secretary of the Senate stating that he or she has a conflict regarding the specified legislative matter and that he or she is voting in the public interest; or (ii) stating on the record, during debate on the legislative matter, that he or she has a conflict regarding the legislative matter in question and that he or she is voting in the public interest.

Amends the Illinois Low-Level Radioactive Waste Management Act. Makes a technical change in a Section concerning the short title.

Amends the Firearm Owners Identification Card Act. Deletes provision that the regulation of the possession or ownership of assault weapons are exclusive powers and functions of this State. Deletes provision that any ordinance or regulation, or portion of that ordinance or regulation, that purports to regulate the possession or ownership of assault weapons in a manner that is inconsistent with the Act, shall be invalid unless the ordinance or regulation is enacted on, before, or within 10 days after the effective date of Public Act 98-63 (July 9, 2013). Deletes provision that any ordinance or regulation described in the stricken provision enacted more than 10 days after the effective date of Public Act 98-63 is invalid. Effective immediately.
