Amends the Senate Rules. Makes changes to Senate Rules 2-2 and 2-3. Provides that no Senator may be elected to each of the following offices for more than 5 General Assemblies: President of the Senate and Senate Minority Leader. Provides that service prior to the 100th General Assembly and serving in either office while filling a vacancy in that office shall not be considered in the calculation of a Senator's service.

Amends the Illinois Municipal Code. Increases the base amount from $20,000 to $50,000 for public improvement or maintenance of public property at which a municipality must enter into a contract by public bid or four-fifths council approval. If the contract is approved by council, increases the base amount of expenses that must be taken by public bid from $20,000 to $50,000. Effective immediately.

Amends the Abused and Neglected Child Reporting Act. Makes a technical change in a Section concerning the short title.

Creates the Lethal Violence Order of Protection Act. Provides that a petitioner may request an emergency lethal violence order of protection by filing an affidavit or verified pleading alleging that the respondent poses an immediate and present danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Provides that the petition shall also describe the type, and location of any firearm or firearms presently believed by the petitioner to be possessed or controlled by the respondent. Provides that the petitioner may be a family member of the respondent or a law enforcement officer, who files a petition alleging that the respondent poses a danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Establishes factors that the court must consider before issuing a lethal violence order of protection. Provides for the issuance of ex parte orders and one year orders. Provides that if the court issues the order the respondent must: (1) refrain from having in his or her custody or control, owning, purchasing, possessing, or receiving additional firearms for the duration of the order; and (2) turn over to the local law enforcement agency any firearm, Firearm Owner's Identification Card, or concealed carry license in his or her possession. Establishes factors for renewing and terminating lethal violence orders of protection. Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to make conforming changes. Provides that if the respondent is alleged to pose an immediate and present danger of causing personal injury to an intimate partner, or an intimate partner is alleged to have been the target of a threat or act of violence by the respondent, petitioner shall make a good faith effort to provide notice to any and all intimate partners of the respondent. Defines "intimate partner", "lethal violence order of protection", "petitioner", and "respondent".

Amends the Open Meetings Act and the Freedom of Information Act. Provides that "public body" does not include the Child Care Facility Investigation Workgroup established under the Abused and Neglected Child Reporting Act. Amends the Abused and Neglected Child Reporting Act. Provides that on or before January 1, 2016, the Department of Children and Family Services shall convene a multi-disciplinary child care facility investigation workgroup to identify areas for improvement in the quality of investigations of child abuse and neglect. Sets forth the composition of the workgroup. Requires the Department to provide to the workgroup, upon request, all records and information in the Department's possession relevant to the workgroup's review of reports of abuse or neglect made to the Department's State-wide toll free telephone number, and relevant to the workgroup's review of investigations of allegations of abuse or neglect of children or adult residents who are in child care facilities licensed by the Department under the Child Care Act of 1969, transitional living programs, or unlicensed foster homes. Requires the workgroup to review indicated and unfounded reports of child abuse or neglect. Provides that meetings of the workgroup shall be closed to the public and are not subject to the Open Meetings Act; and that records and information provided to the workgroup and records maintained by the workgroup are confidential and are not subject to the Freedom of Information Act. Contains provisions concerning reporting requirements for both the workgroup and the Department.

Amends the State Finance Act. Requires State agencies to report to the Governor's Office of Management and Budget certain information concerning federal funds either unused or unclaimed by those agencies. Requires the State agencies to report this information every 2 years. Requires the Governor's Office of Management and Budget to compile and release the State agencies' reports.

Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police has authority to deny an application for or to revoke and seize a Firearm Owner's Identification Card (FOID card) previously issued under the Act if the Department finds that the applicant or the person to whom the card was issued is or was at the time of issuance a person named on the consolidated Terrorist Watchlist maintained by the Terrorist Screening Center administered by the Federal Bureau of Investigation. Effective immediately.

Amends the Higher Education Distance Learning Act. Makes a technical change in a Section concerning the short title.
