Amends the School Code. Makes a technical change in a Section concerning educator licensure renewal.

Amends the Township Code. Makes a technical change in a Section concerning the compensation to be paid to the road district treasurer and other township officers.

Amends the Counties Code. Provides that the county board or board of county commissioners shall hold a public hearing regarding the county's annual budget after making the budget available to the public and at least 10 days prior to the board's final action on the budget.

Mourns the death of Regina A. Helfer of Deerfield.

Amends the Managed Care Reform and Patient Rights Act. Applies the medical exemptions process to all entities licensed in the State to sell a policy of group or individual accident and health insurance or health benefits plan. Provides certain exceptions upon which a step therapy override will always be provided. Sets clinical review criteria that must be used to establish step therapy protocols. Effective immediately.

Proposes to amend the Legislature Article of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House, or Minority Leader of the Senate to a total of 10 years in any one office and 10 years combined in 2 or more offices. Effective upon being declared adopted and applies to service on or after the second Wednesday in January 2017.

Appropriates $500,000 from the General Revenue Fund to the Illinois Student Assistance Commission for loan assistance under the Child Welfare Student Loan Forgiveness Act. Effective July 1, 2015.

Amends the Election Code. Eliminates the requirement that a voter declare party affiliation when voting at a primary election. Provides that the voter shall receive the primary ballot of each of the established political parties nominating candidates for office at the primary election but may cast a ballot of only one political party, except in certain cases involving statewide political parties and political parties established only within a political subdivision. Effective immediately.

Amends the Illinois Insurance Code. Requires every insurer that amends, delivers, issues, or renews a group or individual policy of accident and health insurance, a managed care plan, or a qualified health plan offered for sale through the health insurance marketplace in this State providing coverage for hospital or medical treatment to provide coverage based upon medical necessity for the treatment of eating disorders. Provides that "eating disorder" includes, but is not limited to, anorexia nervosa, bulimia nervosa, pica, rumination disorder, avoidant/restrictive food intake disorder, other specified feeding or eating disorder (OSFED), and any other eating disorder contained in the most recent version of the Diagnostic and Statistical Manual of Mental Disorders published by the American Psychiatric Association. Effective immediately.

Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section creating the civil administrative agencies.
