Amends the Illinois Vehicle Code provision regarding when lighted lamps are required. Provides that it is a violation of the provision to install or to leave in place a tinted covering, other than the authorized red, white, yellow, amber, or clear covering, over any head lamp or tail lamp of any vehicle.

Amends the Criminal Code of 1961. Makes technical changes in a Section concerning the short title.
Amends the Illinois Municipal Code. Authorizes a municipality to annex certain unincorporated territory by which the municipality is bounded if the territory is within a county with a population between 800,000 and 2,000,000 and is wholly bounded by one or more municipalities and (i) a utility easement or right-of-way of at least 100 feet in width or (ii) a railroad right-of-way.
Amends the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004. Removes the requirement that a licensee shall permit his or her office facilities and registered employee files to be audited or inspected upon 24 hours notice by the Department of Professional Regulation. Makes changes concerning the Department's subpoena power.
Amends the Park District Code. Regarding criminal history background investigations of prospective park district job applicants, provides that these investigations are not required for minors under the age of 17 or previously investigated employees rehired within 18 months. Makes other changes. Effective immediately.
Amends the Illinois Uniform Conviction Information Act. Deletes a provision requiring an annual review the maximum fees for processing requests for conviction information. Effective immediately.
Amends the State Finance Act. Makes technical changes in a Section concerning the short title.
Amends the Intergovernmental Cooperation Act. Provides that it is not the intent of the Act that task forces, cooperative groups, or delivery systems created under the Act be treated as separate entities that may be sued. Effective immediately.
Urges the Illinois Congressional delegation to repeal the individual and permanent Alternative Minimum Tax.
Amends the State Finance Act. Provides that no transfers may be made, in order to help defray the State's operating costs for the fiscal year, from the Road Fund or the State Construction Account Fund on or after the effective date of this amendatory Act. Effective July 1, 2004.
