Amends the Abused and Neglected Child Reporting Act and the Criminal Code of 1961 to provide that a person convicted of conspiracy to violate the Abused and Neglected Child Reporting Act is guilty of a Class 4 felony. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a person commits a Class B misdemeanor if he or she fails or refuses to comply with any order or direction of a police officer to exit a motor vehicle, to remain in a motor vehicle, or to move to a specific location at the site where a motor vehicle is stopped for a traffic violation.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for persons employed by the Department of State Police in its crime laboratory system. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain persons employed by the Department of State Police in its Forensic Sciences Command. Effective immediately.
Appropriates $1,500,000 from the General Revenue Fund to the Keep Illinois Beautiful Fund. Appropriates $1,500,000 from the Keep Illinois Beautiful Fund to the Department of Commerce and Economic Opportunity for grants under the Keep Illinois Beautiful Program. Effective July 1, 2004.
Amends the Code of Criminal Procedure of 1963. Provides that probable cause for a traffic stop must be specific to the person for whom there is probable cause to make the stop and not to other persons in the motor vehicle. Provides that if an item of contraband is in plain view in the motor vehicle after a peace officer makes the stop of the vehicle, the officer may search other persons in the motor vehicle for whom there is probable cause to search based upon the discovery of the contraband or to protect the officer from attack.
Amends the Illinois Vehicle Code. Makes a technical change in a provision regarding driver licenses.
Amends the Criminal Code of 1961. Provides that a prosecution for the offense of leaving the scene of a motor vehicle accident involving death or personal injuries or failing to give information and render aid following a motor vehicle accident that involves death or personal injuries or damage to an attended vehicle may be commenced at any time.
Amends the Unified Code of Corrections. Provides that in addition to any other penalty imposed, a fine of $500 shall be imposed upon a person who is convicted of arson, residential arson, or aggravated arson. Provides that the fine shall be distributed to the fire department or fire protection district that suppressed or investigated the fire that was set by the defendant and for which the defendant was convicted of arson, residential arson, or aggravated arson. Provides that if more than one fire department or fire protection district suppressed or investigated the fire, the additional fine shall be distributed equally among those departments or districts. Provides that the departments and districts may only use these fine moneys to purchase fire suppression or fire investigation equipment.
Amends the Sex Offender and Child Murderer Community Notification Law. Provides that a manager of a condominium or of an apartment building shall post in a conspicuous place in the common areas of the condominium or apartment building a notice as to how a unit owner or renter can obtain information about persons who are registered as sex offenders under the Sex Offender Registration Act, including how to access information maintained in the Statewide Sex Offender Database that is posted on the Department of State Police Web site. Effective immediately.
