Amends the Illinois Governmental Ethics Act. Makes technical changes in a Section concerning the short title.

Amends the Unified Code of Corrections. Provides that the court may sentence an offender to an extended term sentence for first degree murder if the trier of fact finds beyond a reasonable doubt that the murder was accompanied by exceptionally brutal or heinous behavior indicative of wanton cruelty or that any of the aggravating factors listed in first degree murder statute were found to be present.
Amends the Criminal Code of 1961 relating to the offense of unlawful use of body armor. Eliminates as an element of the offense that the defendant must be in possession of a dangerous weapon in the commission of or attempted commission of an offense. Increases the penalty for a first offense from a Class A misdemeanor to a Class 3 felony and for a second or subsequent offense from a Class 4 felony to a Class 2 felony.
Amends the Unified Code of Corrections. Provides that a person who is convicted of aggravated criminal sexual assault or aggravated criminal sexual abuse may receive an extended term sentence if the victim was under the influence of Rohypnol or GHB during the offense. Also permits an extended term sentence for a conviction of aggravated battery upon a victim under 18 years of age if the defendant administered Rohypnol or GHB to the victim.
Amends the Property Tax Code. Provides that, notwithstanding any other provision of the Code, if a school district adopts, in a fiscal year, an additional or supplemental budget as a result of the voters in the school district having voted in favor of an increase in the annual tax rate for educational or operations and maintenance purposes or both at an election held after the adoption of the annual school budget adopted in that fiscal year, the county clerk shall include, in the extension of taxes made during that fiscal year, the extension of taxes for the supplemental or additional budget adopted by the school district.
Amends the Criminal Code of 1961 relating to exemptions from eavesdropping violations. Permits the interception, recording, or transcription of an electronic communication by an employee of a penal institution (rather than an employee of the Illinois Department of Corrections), provided that the interception, recording, or transcription is: (1) otherwise legally permissible under Illinois law; (2) conducted with the approval of the penal institution (rather than the Illinois Department of Corrections) for the purpose of investigating or enforcing a State criminal law or a penal institution rule or regulation (rather than a Department rule or regulation) with respect to inmates in the penal institution (rather than persons committed to the Illinois Department of Corrections); and (3) within the scope of the employee's official duties.
Amends the Illinois Vehicle Code. Makes a technical change in a provision regarding junking and salvage certificates.
Amends the Open Meetings Act. Redefines a "public body" subject to the Act to exclude certain drug enforcement task forces. Effective immediately.
Amends the Criminal Code of 1961. Provides that a person who unlawfully delivers a controlled substance to another and any person's death is caused (rather than any person dies) as a result of the injection, inhalation, or ingestion of any amount of that controlled substance commits the offense of drug-induced homicide.
Amends the Illinois Vehicle Code and the Criminal Code of 1961. Increases the penalty for fleeing or attempting to elude a police officer from a Class A misdemeanor to a Class 4 felony. Provides that a vehicle used in a second or subsequent violation of the provision is subject to seizure and forfeiture. Increases the penalty for a third or subsequent violation of the provision from a Class 4 to a Class 3 felony. Increases the penalty for a first offense of aggravated fleeing or attempting to elude a police officer from a Class 4 to a Class 3 felony. Increases the penalty for a second or subsequent violation of the provision from a Class 3 to a Class 2 felony. Effective immediately.
