Amends the Illinois Parentage Act of 1984. Provides that in an action brought within 2 years after a judicial determination of parentage (instead of within 2 years after a child's birth), the judgment or order shall (instead of may) direct either parent to pay the reasonable expenses incurred by either parent or the Department of Healthcare and Family Services (instead of either parent) related to the mother's pregnancy and the delivery of the child.

Appropriates $100,000 from the General Revenue Fund to the State Board of Education for costs associated with the Illinois Science Olympiad. Effective July 1, 2008.
Amends the Park District Code. Provides that, if there is no vacancy on a governing board consisting of 5 members, 4 members of the governing board constitutes a quorum (instead of a majority of the members). Provides that no vacancy shall impair the right of the remaining board members to exercise all of the powers of the governing board. Provides that every finding, order, or decision approved by a majority of the members of the governing board shall be deemed to be the finding, order, or decision of the governing board.
Amends the Election Code. Provides that when a vacancy in nomination occurs on or after the general primary but more than 90 days before certification of candidates for the general election ballot, other than because no candidate's name appeared on the general primary ballot and no write-in candidate was nominated, the vacancy may be filled only at a special primary election on a date set by the State Board of Elections but at least 30 days before the date of certification. Permits a vacancy in nomination occurring less than 91 days before certification of candidates for the general election ballot but more than 15 days before the general election to be filled by the political party's nominating committee only if the vacancy is due to the candidate's death or incapacitating illness. Adds inability to fulfill the duties of the office sought due to illness as an event creating a vacancy in nomination. (Now, a vacancy in nomination occurring on or after the general primary and before the 15th day before the general election is filled by the party's nominating committee by certain deadlines based upon when the vacancy occurs). Effective June 1, 2009.
Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.
Amends the Limited Liability Company Act. Provides that a member or manager who, with knowledge of the dissolution, subjects a limited liability company to liability by an act that is not appropriate for winding up the company's business is liable to the company and to any third party with whom the member or manager contracts after the dissolution for any damage caused to the company or third party arising from the liability. Effective immediately.
Amends the Illinois Marriage and Dissolution of Marriage Act. Requires that, prior to appointment by the court in a proceeding for custody, visitation, or removal of a child from Illinois, an evaluator must have completed 3 hours of training in domestic violence and its effects on the partner and the child, provided by a State-certified local domestic violence shelter or by a person who has completed the 40-hour training to become a domestic violence counselor, and must have registered a certificate of completion of the training with the clerk of the court. Effective immediately.
Amends the Criminal Code of 1961. Creates the offense of obstructing identification. Provides that a person commits the offense when he or she intentionally or knowingly furnishes a false or fictitious name, residence address, or date of birth to a peace officer who has: (1) lawfully arrested the person; (2) lawfully detained the person; or (3) requested the information from a person that the peace officer has good cause to believe is a witness to a criminal offense. Provides that a violation is a Class A misdemeanor. Effective January 1, 2009.
Amends the Department of Commerce and Economic Opportunity Law concerning the program for training grants for skills in critical demand. Provides that each grant application must be accompanied with a certification signed and dated by the chief executive officer of the applicant or that officer's authorized representative certifying that all participating employees are Illinois residents and, for each participating employee, stating the employee's name and either (i) stating the employee's social security number or (ii) certifying that the applicant has adequately verified that the employee is an Illinois resident. Provides that the Department may audit the accuracy of applications.
Creates the Primary Stroke Center Designation Act. Sets forth the findings of the General Assembly. Provides that the Director of Public Health shall designate as many hospitals as Primary Stroke Centers as apply for the designation, provided that the hospital meets the criteria set forth in the Act. Provides the criteria necessary for designation as a Primary Stroke Center. Provides that the Director of Public Health may suspend or revoke a hospital's designation as a Primary Stroke Center after notice and hearing if the Director determines that the hospital does not comply with the requirements of the Act. Provides that the Director of Public Health may award matching grants to hospitals that seek designation as Primary Stroke Centers and demonstrate a need for financial assistance to develop the necessary infrastructure. Provides that the Director of Public Health must, not later than July 1, 2010, prepare and submit to the Governor, the President of the Senate, and the Speaker of the General Assembly a report indicating the total number of hospitals that have applied for grants under the Act before July 1, 2010 and the number of those applicants that have been found eligible for the grants, the total number of grants awarded, the name and address of each grantee and hospital and the amount of the award to each, and the amount of each award that has been awarded to the grantee. Effective immediately.
