PUBLIC AID-CHILD CARE PROVIDER

Amends the Illinois Public Aid Code. Provides that as a condition of eligibility to participate in the child care assistance program, a child care provider must authorize in writing an investigation to determine whether the child care provider has ever been charged with a crime and, if so, the disposition of those charges. Provides for confidentiality of information received by the Department of Human Services. Eliminates a provision that the Department of Human Services shall request the Department of Children and Family Services to conduct periodic investigations of the Central Register maintained under the Abused and Neglected Child Reporting Act. Effective immediately.

VEHICLE CODE-EMISSIONS

Amends the Illinois Vehicle Code. Adds that a vehicle may be inspected at a time outside of its normal 2-year inspection schedule for emissions, if the owner of the vehicle expects to be out of the State during the vehicle's scheduled inspection. Provides that the owner shall submit an affidavit stating he or she expects to be out of the State during the scheduled inspection. Specifies procedures for the submission of an affidavit. Effective immediately.

LOCAL GOV-HOME RULE TAXES

Amends the Home Rule County Retailers' Occupation Tax Law of the Counties Code and the Home Rule County Service Occupation Tax Law of the Counties Code. Provides that the maximum tax rate that is permitted under those Laws is 0.75%, unless a higher rate is authorized by referendum. Preempts home rule powers. Effective immediately.

U.S. SENATOR SPECIAL ELECTION

Amends the Election Code. Provides that a vacancy in the office of U.S. Senator shall be filled at a special election, rather than by temporary gubernatorial appointment, when the vacancy occurs more than one year before the next general election. Effective immediately.

GO BONDS-GAMING-CAPITAL PROG

Amends the Governor's Office of Management and Budget Act to require the Governor's Office of Management and Budget to provide a quarterly report to specified State officers on the status of all capital projects in the State. Amends the General Obligation Bond Act. Increases the amount of the authorization of State bonds by $2,000,000,000, $1,575,000,000 for State highways, arterial highways, freeways, roads, bridges, structures separating highways and railroads and roads, and bridges on roads maintained by counties, municipalities, townships, or road districts for use statewide (the proceeds of which are deposited into the Transportation Bond, Series D Fund) and $425,000,000 for rail facilities and mass transit facilities statewide. Amends the Riverboat Gambling Act. Provides that all of the moneys deposited into the State Gaming Fund from the issuance of the 10th owners license pursuant to competitive bidding shall be transferred as soon as practical into the School Construction Fund and used to make school construction grants pursuant to the School Construction Law. Provides that, after specified other payments are made, the remainder of the revenue generated under the Act by the 10th owners license shall be transferred monthly into the Transportation Capital Lockbox Fund. Makes other changes. Amends the State Finance Act to create the Transportation Bond, Series D Fund and the Transportation Capital Lockbox Fund as special funds in the State treasury. Provides that the Transportation Capital Lockbox Fund shall be used for the purpose of paying and discharging annually the principal and interest on bonded indebtedness for certain construction of transportation improvements and for no other purpose. Effective immediately.

JUV CT-PATERNITY DISCLOSURE

Amends the Juvenile Court Act of 1987. Provides that findings and exclusions of paternity entered in proceedings occurring under the Abused, Neglected, or Dependent Minors Article of the Act shall be disclosed, in a manner and form approved by the Presiding Judge of the Juvenile Court, to the Department of Healthcare and Family Services when necessary to discharge the duties of the Department of Healthcare and Family Services under the Determination and Enforcement of Support Responsibility of Relatives Article of the Illinois Public Aid Code. Effective immediately.

FISCAL NOTE ON ALL BILLS

Amends the Fiscal Note Act. Requires that a fiscal note be prepared for each legislative bill, other than an appropriation bill, before third reading but after second reading in each chamber (now, only certain bills and before second reading in the house of introduction). Provides that the Secretary of the Senate or the Clerk of the House, as the case may be, rather than the sponsor, shall request agencies to prepare fiscal notes. Makes other changes.

PROP TX-BD OF REVIEW-ELECTIONS

Amends the Property Tax Code concerning the board of review in Cook County. Increases the number of commissioners from 3 to 5. Provides that from 2010 to 2012, the 2 additional commissioners are elected at-large from the portion of the county outside of the City of Chicago, and beginning in 2012, each commissioner is elected from one of 5 election districts in the county. Requires the State Board of Elections to reapportion the 5 election districts on a decennial basis by the use of a computer program. Sets forth the requirements of the computer program. Effective immediately.

ST BUDGET-ZERO BASED METHOD

Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires the use of zero-based budgeting in the formation of the State budget for fiscal year 2011. Establishes a legislative task force to implement use of the zero-based budgeting method for crafting State budgets. Effective immediately.

ST CONTRACTOR INTERESTS

Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
