Amends the Fire Protection District Act. Provides that any elected or appointed trustee of a fire protection district is entitled to be absent from his or her employment during meetings of the board of trustees of the district. Provides that the employer is not required to compensate the trustee for time that the trustee is absent.

Amends the Illinois Health Care Facilities Planning Act. Exempts construction and renovation of certain long-term care "campus facilities" from the Act's application. Effective immediately.
Appropriates $64,200,000 from the General Revenue Fund to the Department on Aging for vendors of homemaker, chore, and housekeeping services to increase the wages paid to employees who provide homemaker, chore, and housekeeping services and to provide health insurance coverage to those employees and their dependents. Effective immediately.

Amends the Flag Display Act. Requires the Governor to issue an official notice of the death of an Illinois resident killed by hostile fire as a member of the United States armed forces or killed in the line of duty as a law enforcement officer. Upon that notice, requires the display of the United States national flag, the State flag of Illinois, and the appropriate military flag at half-staff at each State and local government location required to display the United States national flag on a flagstaff. Requires the Department of Veterans' Affairs and the Department of State Police to notify the Governor of a resident's death. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends the Humane Care for Animals Act. Increases the penalty for the violation of certain provisions concerning animal fighting from a Class A misdemeanor to a Class 4 felony for the first offense and from a Class 4 felony to a Class 3 felony for second or subsequent offenses. Effective immediately.
Amends the Business Corporation Act of 1983 and the Limited Liability Company Act. Revokes the authority of a foreign corporation or foreign limited liability company to transact business in this State when the Secretary of State receives a copy of a memorandum of judgment relating to a judgment entered for money owed to a unit of local government or school district, together with a statement filed by its attorney that the judgment has not been satisfied and that no appeal has been filed. Authorizes the Attorney General to bring an action to restrain a foreign corporation or foreign limited liability company from transacting business in this State, if that authority has been revoked under the amendatory provisions of the bill concerning an unsatisfied judgement for money owed to a unit of local government school district. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning alternative public schools.
