Amends the Riverboat Gambling Act. Provides that an owners licensee that conducted gambling operations prior to January 1, 2015 shall receive a dollar-for-dollar credit against the taxes imposed by the Act for any money paid to a local government or charitable organization. Provides that the credit shall not impair, prevent, or otherwise limit the ability of a local government to receive certain funds under the Riverboat Gaming Act. Effective immediately.
Creates the Financial Transaction Tax Act. Beginning January 1, 2016, imposes a tax on the privilege of engaging in a financial transaction on any of the following exchanges or boards of trade: the Chicago Stock Exchange, the Chicago Mercantile Exchange, the Chicago Board of Trade, and the Chicago Board Options Exchange. Provides that the tax is imposed at a rate of $1 per contract for all transactions for which the underlying asset is an agricultural product and $2 per contract for all other transactions. Provides that the term "financial transaction" means a transaction involving the purchase or sale of a stock contract, futures contract, futures option contract, swap contract, credit default swap contract, or options contract, but does not include a transaction involving securities held in a retirement account or a transaction involving a mutual fund. Effective immediately.
Urges Congress to enact legislation that ensures that all students have access to debt-free higher education at public colleges and universities.
Urges the United States Congress to immediately adopt an "American Recovery" program by restoring the provisions of the Glass Steagall Act; returning to a national banking and a federal credit system, modeled on the principles of Alexander Hamilton's First Bank of the United States; and using the federal credit system to build a modern network of high speed rail, power generating systems, and water projects.
