Amends the Illinois Public Aid Code. Provides that beginning July 1, 2008, the Department of Human Services shall increase TANF grant amounts in effect on June 30, 2008 by 15%. Effective immediately.

Amends the Emergency Telephone System Act. Provides that moneys in an Emergency Telephone System Fund account may be transferred to a participating fire protection district to support the capital improvement plan of the district.
Creates the Job Preservation Act of 2007. Provides that companies that lose 100 or more employees due to outsourcing of jobs are ineligible to receive procurement contracts with the State, units of local government, or school districts and to receive government grants, loans, tax incentives, or other economic incentives. Requires certain companies that lose 100 or more employees to notify the Department of Labor about the loss. Requires the Department to send a survey to companies that report the loss of 100 or more employees in order to determine the number of employees lost because of outsourcing jobs outside of the United States. Requires the Department to provide written notice to the Governor, the General Assembly, State agencies, units of local government, and school districts. Preempts home rule powers. Exempts from the reimbursement requirements of the State Mandates Act. Effective immediately.
Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that no electronic check may be drawn on nor any electronic withdrawal made from commercial checking accounts maintained by the Director of Revenue by any secure online, Internet, or web-based banking methods or procedures except on the written approval of 2 or more persons designated and authorized by the Director to make such electronic checks or electronic withdrawals. Increases amounts that the Director may keep in such accounts. Amends the State Finance Act to allow the Department of Revenue to maintain a petty cash fund of not exceeding $2,000 (was, $1,000). Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act to extend the statute of limitations on certain violations of the Acts from 3 years after the commission of the act to 6 years after the commission of the act. Amends the Coin-Operated Amusement Device and Redemption Machine Tax Act. Makes changes regarding the imposition of the privilege tax and in penalty provisions. Amends the Uniform Penalty and Interest Act. Imposes a penalty for failure to file a transaction reporting return required under specified provisions of the Retailers' Occupation Tax Act and the Use Tax Act. Amends the Criminal Code of 1961 to make changes in the definition of "redemption machine". Makes other changes. Effective immediately.
Amends the School Code. With respect to the Early Childhood Education Block Grant, provides that not less than 11% (instead of exactly 11%) of the grant shall be used to fund programs for children ages 0-3. Provides that this percentage shall increase to at least 20% by Fiscal Year 2014, except that if, in a given fiscal year, the amount appropriated for the Early Childhood Education Block Grant is insufficient to increase the percentage of the grant to fund programs for children ages 0-3 without reducing the amount of the grant for existing providers of preschool education programs, then the percentage of the grant to fund programs for children ages 0-3 may be held steady instead of increased. Effective July 1, 2008.
Appropriates $950,000 to the Department of Commerce and Economic Opportunity to develop and administer work therapy pilot programs for homeless adults. Effective July 1, 2008.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Amends the Code of Civil Procedure. Makes a technical change in provisions concerning venue.
Amends the Illinois Public Aid Code. In provisions relating to co-payments for child care services for TANF recipients, provides that the co-payment shall not exceed the following amounts: (1) $1 per week for a family whose countable income is not more than 50% of the federal poverty level; (2) 3% of all of the family's countable income for a family whose countable income is more than 50% but not more than 100% of the federal poverty level; (3) 7% of all of the family's countable income for a family whose countable income is more than 100% but not more than 150% of the federal poverty level; and (4) 12% of all of the family's countable income for a family whose countable income is more than 150% but not more than 200% of the federal poverty level. Effective immediately.
