Amends the Fire Investigation Act. Provides that the fire chief, or a subordinate delegated by the fire chief, of any municipality or fire protection district that contains, in whole or in part, a university, college, or community college or that has a university, college, or community college within one mile of the boundaries of the municipality or fire protection district may inspect any rental property within the corporate boundaries of a municipality to ensure compliance with the fire and life safety codes in force in the municipality or fire protection district. Provides that, if the municipality or fire protection district has not adopted a fire or life safety code, the code for Fire Prevention and Safety as modified and adopted by the Office of the State Fire Marshal shall be used.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Amends the Department of Revenue Law of the Civil Administrative Code of Illinois to provide that, if the Department determines that an overpayment has occurred on an original return filed under specified tax Acts, it shall issue a credit memorandum to the taxpayer without the necessity of the taxpayer filing a claim for credit. Amends Illinois State Collection Act of 1986 to remove provisions concerning the Debt Collection Board and makes conforming changes in the Illinois Procurement Code. Amends the Illinois Income Tax Act to (i) include a tax credit to a taxpayer who was required to add back insurance premiums in the amount equal to the amount of any reimbursement received from the insurance company for any loss covered by a policy for which those premiums were paid, to the extent of the federal income tax deduction that would have been allowable for the loss in computing adjusted gross income if not for the reimbursement and (ii) make various administrative and technical changes. Amends various Acts governing units of local governments to exempt the sale of modifications to a motor vehicle for the purpose of rendering it usable by a disabled person from certain taxes imposed by the units of local government. Makes other changes. Effective immediately.
Creates the Firearms Regulation Act. Contains only a short title provision.
Amends the Illinois Banking Act. Makes a technical change in a Section concerning the primary powers of banks.
Amends the State Finance Act and the Boat Registration and Safety Act. Increases by $5 the fee for each watercraft identification number application and each transfer-renewal and renewal, and provides that $5 of each fee shall be deposited into the Maritime and Underwater Rescue Teams Fund, a new special fund in the State treasury. Provides that moneys in the Fund shall be used, subject to appropriation, for establishing, training, equipping, and operating maritime and underwater rescue teams in fire departments throughout the State.
Urges compact fluorescent lamp manufacturers and retailers to voluntarily implement collection programs to ensure that compact fluorescent lamps are properly recycled.
Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person employed as a medical assistant by a physician licensed to practice medicine in all its branches from assisting the physician in the practice of electrology (now, nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from providing electrology services), and that the Act does not authorize an unlicensed person to provide electrology services.
Amends the Real Estate Transfer Tax Law in the Property Tax Code. Makes changes to the amount of the tax imposed based upon the amount set forth in the transfer declaration. Effective immediately.
