PROP TX-DISABLED VETERANS

Amends the Property Tax Code. In a Section granting an exemption for specially adapted housing for disabled veterans, provides that, beginning in tax year 2011, the veteran qualifies if he or she has a service-connected disability of at least 70% (now, the veteran qualifies if his or her disability is of such a nature that the federal government has authorized payment for the purchase or construction of Specially Adapted Housing). Effective immediately.

IL CLEAN ELECTIONS ACT

Creates the Illinois Clean Elections Act. Establishes a voluntary method of public financing of the campaigns of candidates for statewide constitutional offices and the General Assembly. Amends the State Finance Act to create the Illinois Clean Elections Fund as a special fund in the State treasury. Amends the Illinois Income Tax Act to create an individual tax return checkoff in support of the Fund. Effective immediately.

COM COL ACT-DOMESTIC PRODUCTS

Amends the Public Community College Act. Specifically includes the Procurement of Domestic Products Act as one of the laws (and related administrative requirements) that apply to the Public Community College Act. Removes a reference to the Public Works Preference Act, which has been repealed. Effective immediately.

HUMAN TRAFFICKING LIMITATIONS

Amends the Criminal Code of 1961. Provides that the statute of limitations for a prosecution for involuntary servitude, involuntary sexual servitude of a minor, or trafficking in persons for forced labor or services may be commenced within one year of the victim attaining the age of 18 years. Provides that in no case shall the time period for prosecution of those offenses expire sooner than 3 years after the commission of the offense. Includes in the offense of involuntary servitude using a scheme, plan, or pattern intended to cause the person to believe that, if the person did not perform that labor or services, that person or another person would suffer serious harm or physical restraint. Amends the Code of Criminal Procedure of 1963. Provides that in prosecutions for involuntary servitude, involuntary sexual servitude of a minor, and trafficking in persons, when the offense involves sexual activity, the prior sexual activity or the reputation of the alleged victim or corroborating witness is inadmissible except under certain circumstances. Amends the Sex Offender Registration Act. Includes in the definition of "sex offense" trafficking in persons, involuntary servitude, and related offenses, provided the offense involved commercial sexual activity, a sexually-explicit performance, or the production of pornography. Also includes in the definition of "sex offense", involuntary sexual servitude of a minor.

COURT ORDERS-PROTECTION

Amends the Code of Criminal Procedure of 1963, the Stalking No Contact Order Act, the Civil No Contact Order Act, and the Illinois Domestic Violence Act of 1986 relating to a respondent of an order of protection, stalking no contact order, or civil no contact order. Provides that if the respondent, at the time of the issuance of the order, is committed to the custody of the Illinois Department of Corrections or is on parole or mandatory supervised release, the sheriff or other law enforcement officials charged with maintaining Department of State Police records shall notify the Department of Corrections within 48 hours of receipt of a copy of the order from the clerk of the issuing judge or the petitioner. Provides that such notice shall include the name of the respondent, the respondent's IDOC inmate number, the respondent's date of birth, and the LEADS Record Index Number.

STATE ASIAN EMPLOYMENT PLAN

Amends the State Employment Records Act. Provides that each State agency shall include in its annual report a description of the agency's activities in implementing the State Asian Employment Plan. Amends the Department of Central Management Services Law. Provides that in consultation with knowledgeable persons and organizations, the Department shall each year prepare an Asian Employment Plan and report to the General Assembly each State agency's activities that implement the plan. Provides that each State agency shall implement strategies and programs in accord with the State Asian Employment Plan to increase the number of Asian State employees in supervisory, technical, professional, and managerial positions. Requires each agency to report annually to the Department and the Department of Human Rights concerning the agency's activities in implementing the plan. Specifies information to be included in each agency's annual report. Effective immediately.

PLUMBING-CODE OF STANDARDS

Amends the Illinois Plumbing License Law. Provides that by January 1, 2013, the Illinois Department of Public Health shall amend the existing minimum code of standards for plumbing and the fixtures, materials, design, and installation methods of plumbing systems to reflect advances in those technologies and methods that more efficiently utilize natural resources and protect public health. Provides that the Department shall consider the recommendations contained in nationally and internationally recognized plumbing codes and recommendations of nationally and internationally recognized material and equipment testing laboratories so that the State's plumbing code standards are consistent with the leading technologies and methods that more efficiently utilize natural resources and protect public health. Effective immediately.

CARNIVAL SAFETY-BD MEMBERS

Amends the Carnival and Amusement Rides Safety Act. Provides that the Carnival-Amusement Safety Board shall consist of 9 (now, 8) members. Sets forth requirements concerning qualifications of the appointed members. Further provides that a majority of the 9 (now, 8) members of the Board constitutes a quorum. Effective immediately.
