Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "severely or profoundly intellectually disabled person".

Amends the Co-operative Act. Provides that health benefit purchasing cooperatives may be organized by one or more persons in geographic areas designated by the Director of the Department of Insurance. Provides guidance for the design of a health benefit purchasing cooperative. Provides guidance for establishing member criteria and requires a cooperative to file the criteria and other reports with the Director of the Department of Insurance. Provides that each health benefit purchasing cooperative shall be organized on a membership basis with no capital stock. Provides that the contract between the health benefit purchasing cooperative and an insurer shall be for a term of 3 years. Effective immediately.
Amends the Retail Installment Sales Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Highway Code. Makes a technical change in a Section concerning the short title.
Amends the Unified Code of Corrections. Makes a technical change in a Section requiring the Department of Corrections to designate those institutions and facilities that are maintained for persons assigned as adults and as juveniles.
Provides that, if and only if Senate Bill 744 of the 97th General Assembly becomes law, then the Illinois Gambling Act is amended (1) to require the Illinois Gaming Board to award owners licenses to applicants whose plans (i) generate the highest amount of revenue to the State and (ii) provide for the least amount of cannibalization of existing licensees' revenues generated pursuant to this Act; (2) to condition the approval of relocation to a new home dock location for a licensee that was not conducting riverboat gambling on January 1, 1998 upon the determination that the new home dock provides for the least amount of cannibalization of an existing licensee's revenues; and (3) to provide that to be eligible to conduct electronic gaming, a person, firm, or corporation having operating control of a race track must provide for the least amount of cannibalization of existing licensees' revenues generated pursuant to the Act. Effective upon becoming law or on the date Senate Bill 744 of the 97th General Assembly takes effect, whichever is later.
Amends the Toll Highway Act. Makes a technical change in a Section concerning powers of the Toll Highway Authority.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Code of Criminal Procedure of 1963. Provides that a person accused of an offense that is an ordinance violation, petty offense, Class B misdemeanor, or Class C misdemeanor is not entitled to a trial by jury (rather than an ordinance violation punishable by fine only and the defendant either fails to file a demand for a trial by jury at the time of entering his or her plea of not guilty or fails to pay to the clerk of the circuit court at the time of entering his or her plea of not guilty any jury fee required to be paid to the clerk). Provides that a defendant is not entitled to trial by jury if the defendant either fails to file a demand for a trial by jury at the time of entering his or her plea of not guilty or fails to pay to the clerk of the circuit court at the time of entering his or her plea of not guilty any jury fee required to be paid to the clerk. Effective immediately.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that a firefighter employed by a village with a population on July 1, 2007 greater than 9,000 but less than 12,000 who was excluded from participation in a downstate firefighter fund prior to January 1, 1996 because the firefighter earned credit for that service under the Illinois Municipal Retirement Fund Article for the same municipality may also elect to establish creditable service for those periods of employment for that municipality's emergency services as a firefighter, EMT, or paramedic during which he or she was excluded from participation in a downstate firefighter fund. Amends the State Mandates Act to require implementation without reimbursement.
