FOREST PRESERVE-MINING

Amends the Downstate Forest Preserve District Act. Provides that no land owned or acquired by a forest preserve may be used for any sand, gravel, or other mining operation. Prohibits a forest preserve district from transferring any land or interest in land to an entity that the district has reason to know intends to construct any mining operation, and provides that when transferring land to an entity the district must impose a covenant in the transfer that prohibits the development of any mining operation. Exempts any previous or current mining operations in a district from this prohibition.

SINGLE-PAYER HEALTH CARE ACT

Creates the Single-payer Health and Universal Care System Act. Sets forth the findings of the General Assembly. Provides that in conjunction with the Department of Insurance, the Department of Healthcare and Family Services shall examine the feasibility of creating and implementing a health care access plan that accomplishes certain goals. Provides that the Department of Healthcare and Family Services shall issue a report of its findings and recommendations to the General Assembly on or before July 1, 2012. Effective immediately.

GAMING-CANNIBALIZATION

Amends the Riverboat Gambling Act (1) to require the Illinois Gaming Board to award owners licenses to applicants whose plans (i) generate the highest amount of revenue to the State and (ii) provide for the least amount of cannibalization of existing licensees' revenues generated pursuant to the Act and (2) to condition the approval of relocation to a new home dock location for a licensee that was not conducting riverboat gambling on January 1, 1998 upon the determination that the new home dock provides for the least amount of cannibalization of an existing licensee's revenues. Effective upon becoming law.

$DPT OF AGRICULTURE

Makes appropriations to the Department of Agriculture for county fairs and fair and exposition authorities and for grants to soil and water conservation districts. Effective July 1, 2011.
