PROBATION-REDEPLOY IL

Amends the Probation and Probation Officers Act. Provides that in a county with a population exceeding 2,000,000, the Redeploy Illinois Oversight Board may authorize the Department of Human Services to enter into an agreement with that county to reduce the number of commitments by the same percentage as is required by this Section of other counties, and with all of the same requirements of the Act, including reporting and evaluation, except that the agreement may encompass a clearly identifiable geographical subdivision of that county. Provides that the geographical subdivision may include, but is not limited to, a police district or group of police districts, a geographical area making up a court calendar or group of court calendars, a municipal district or group of municipal districts, or a municipality or group of municipalities.

MORTALITY REVIEW-MEMBERS

Amends the Department of Juvenile Justice Mortality Review Team Act. Provides that each mortality review team shall consist of at least one member who is a representative of a bar association, law school, or legal academic organization.

EDUCATION OMBUDSMAN

Creates the Education Ombudsman Act. Creates the Office of the Education Ombudsman within the Office of the Governor for the purposes of providing information to parents, students, and others regarding their rights and responsibilities with respect to this State's public elementary and secondary education system and advocating on behalf of elementary and secondary public school students. Requires the Governor to appoint an education ombudsman. Contains provisions concerning the qualifications of the education ombudsman, a 6-person legislative committee concerning the appointment, regional education ombudsmen, the powers and duties of the education ombudsman, immunity, confidentiality, and an annual report to the Governor, the General Assembly, and the State Board of Education.

VEH CD-BUSSES ON SHOULDERS

Amends the Illinois Vehicle Code. Creates the Randall Road bus on shoulder pilot program. Provides that commencing on the effective date of this Act, the Department, in cooperation with the Regional Transportation Authority, the Suburban Bus Division of the Regional Transportation Authority, and the Illinois State Police, shall establish a 5-year pilot program on the Randall Road corridor in Kane County for the use of transit busses on highways and shoulders. Provides that the Department may adopt rules as necessary to implement the pilot program, and that the Department shall present to the General Assembly a report on the effectiveness of the program 2 years into the 5-year pilot program. Effective immediately.

ECON DEVELOPMENT-NOTICE

Amends the Economic Development Area Tax Increment Allocation Act. Provides that no economic development area may be established or extended without the written approval of the taxing districts comprising a majority of the total amount of taxes extended within the economic development area in the previous taxable year. Provides that no direct or indirect rights or privileges conveyed to any corporation under an economic development plan or agreement may be transferred to a developer's successor entity without the express, written approval of each taxing district located within the economic development area. Provides that the portion of the taxes extended by a school district located in an economic development project area may not be paid into the special tax allocation fund without the express written permission of the school district. Provides that assets purchased by the Administrator to further the development of the economic development area may not be transferred out of the economic development area or otherwise used by the Administrator for development activities or services that are not related to the economic development area.

CONAMEND- LEGISLATURE LIMITS

Proposes to amend the Legislature Article of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House, or Minority Leader of the Senate to a total of 10 years in any one office and 14 years combined in 2 or more offices. Effective upon being declared adopted and applies to service on or after the second Wednesday in January, 2015.
