Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that unless the court finds the occurrence of ongoing abuse, a history of abuse, or a significant incident of abuse (instead of unless the court finds the occurrence of ongoing abuse), the court shall presume that the maximum involvement and cooperation of the parents is in the best interest of the child. Provides that a finding of such abuse creates a presumption against joint custody which may be rebutted by evidence of substantial steps taken to minimize the potential for abuse of the custodial parent or the minor child. Provides that the burden of proving that removal of a child from Illinois is in the best interests of the child is on the party seeking the removal unless the court finds ongoing abuse, a history of abuse, or a significant incident of abuse against the custodial parent or child (instead of the burden is on the party seeking the removal). Provides that if the removal request is based on abuse and the court grants the removal, the custodial parent shall not be required to provide his or her address or phone to the non-custodial parent and an alternative means of contact may be ordered. Provides that a court finding of ongoing abuse, a history of abuse, or a significant incident of abuse creates a presumption against visitation which may be rebutted by evidence of substantial steps taken to minimize the potential for abuse of the custodial parent or the minor child. Provides that before a minor child is temporarily removed from the State, contact information must be furnished to the other parent, unless this would create a significant risk of substantial harm to the custodial parent or the minor child (instead of contact information must be furnished to the other parent).

Amends the Election Code. Authorizes counties with populations of 500,000 or greater but not greater than 1,000,000 to adopt ordinances imposing and enforcing campaign finance disclosure and reporting requirements and campaign contribution limits with respect to candidates for county office. Requires the ordinances to be consistent with and no less restrictive than the provisions of the Code. Requires that a county that adopts an ordinance file it with the State Board of Elections. Permits the State Board to develop and make available guidelines and models for ordinances. Requires election authorities in a county subject to an ordinance to cooperate in the implementation and enforcement of the ordinance.
Amends the Counties Code. In provisions concerning counties under township organization, provides that public notice of a special meeting of a county board must be given as prescribed in the Open Meetings Act (now, publication in a specified newspaper).
Creates the Council on Efficient Government Act. Creates the council and sets forth its duties, including review of whether goods and services provided by State agencies should be privatized or outsourced to obtain cost savings or best value. Requires reports. Requires business case analyses. Sets forth outsourcing contract requirements. Requires the council to establish an accounting method. Exempts transportation construction. Repeals the Act on July 1, 2019. Effective July 1, 2009.
Amends the Juvenile Court Act of 1987. Permits appropriate park district officials to have access to the law enforcement records of a minor arrested or taken into custody before his or her 17th birthday. Provides that inspection and copying shall be limited to law enforcement records transmitted to the appropriate park district official by a local law enforcement agency under a reciprocal reporting system established and maintained between the park district and the local law enforcement agency concerning a minor employed by or seeking employment by the park district who has been arrested for any offense classified as a sex offense under the Sex Offender Registration Act. Effective July 1, 2010.
Amends the State Finance Act. Makes a technical change in a Section concerning the short title.
Amends the Freedom of Information Act. With respect to the exemption from disclosure for personal information, includes files and information relating to specified categories of service recipients, registrants and licensees, and program participants. Effective July 1, 2010.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning prohibited transactions.
Amends the Property Tax Code. Provides that any taxing district may order the county clerk to abate all or a portion of the taxes levied by the taxing district on certain tool and die business property. Effective immediately.
Amends the Probate Act of 1975. Provides that any person (rather than any interested person) may file a petition for removal of a representative for specified causes.
