Creates the Technology-Based Young Adult Day Program Act. Requires the Department of Human Services to establish a technology-based day program for young adults aged 18-30 who have a developmental disability. Provides for a 3-year phase-in of the program: (1) for FY2011, requires a pilot program in DuPage County; (2) in addition, for FY2012, requires the Department to make training and technology resources available to the State Superintendent of Education to provide secondary school students statewide with skills they need for higher education and employment; and (3) in addition, for FY2013, requires the Department to develop a community-integrated living arrangement (CILA) pilot program that emphasizes the use of technology. Requires reports to the General Assembly concerning the operation of the pilot programs, and authorizes the Department to expand the pilot programs to other areas of the State. Makes implementation of the program subject to appropriations.

Amends the Family Military Leave Act. Makes a technical change in a Section concerning the short title.

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning possession of explosives or explosive or incendiary devices.
Creates the Advanced Science Zones Act. Sets forth procedures for the Department of Commerce and Economic Opportunity to certify areas in the State as Advanced Science Zones. Sets forth procedures for the administration of the Zones. Requires the Department to establish several programs with respect to the Zones including a loan program, a financial-assistance program, a transferable investment tax credit, and a tax-deduction certification. Contains other provisions. Amends the Illinois Income Tax Act to make corresponding changes concerning the tax credits and deductions. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning legislative intent in connection with public assistance fraud.
Amends the Public Utilities Act. Provides that an eligible renewable electrical generating facility includes a generator powered by agricultural residues, wood, landscape trimmings, or organic wastes. Requires a certain percentage of an electricity provider's power to come from biomass. Authorizes increases in the number and nameplate rating of customers who are eligible for net metering. Amends the Environmental Protection Act. Provides that landscape waste is not municipal waste. Extends the length of time that landscape waste may be held at a transfer station before the station must be regulated as a pollution control facility. Exempts lignocellulosic agricultural residues, organic landscape waste, and clean wood waste from regulation as waste. Exempts agricultural waste from certain groundwater rules. Requires the Agency to develop, and the Board to adopt, performance standards for landscape waste gasification facilities as well as testing procedures and standards for the end product produced by those facilities. Defines "flood proofed" for the purpose of a provision concerning local siting review. Makes other changes.
