DISTRIBUTION OF FISCAL SURPLUS

Amends the State Finance Act. Creates the Pay Your Bills Fund and the Pension First-Priority Fund as special funds in the State Treasury. Provides for the distribution of specified portions of any incremental non-dedicated State revenue into the General Revenue Fund, the Pay Your Bills Fund, and the Pension First-Priority Fund. Provides that moneys in the Pension First-Priority Fund shall be distributed by the Comptroller to each State-funded pension or retirement system. Provides that moneys in the Pay Your Bills Fund shall be used by the Comptroller to pay vendors and reduce State obligations attributable to the provision of goods and services to the State. Provides that the Pay Your Bills Fund may become inactive if certain conditions are met. Requires the retransfer of funds if it is later determined that incremental non-dedicated State revenue does not exist. Defines "full accrual" and "incremental non-dedicated State revenue". Authorizes the Comptroller to adopt rules necessary to implement and administer these provisions. Effective immediately.

PEN CD-ART 3 & 4-DIS BENEFT

Amends the Downstate Police and Downstate Firefighters Articles of the Illinois Pension Code and the Workers' Compensation Act. Provides that the receipt of disability or survivor's benefits payable under those Articles of the Illinois Pension Code shall act as a waiver of temporary total disability benefits under specified provisions of the Workers' Compensation Act. Provides that other than certain temporary total disability benefits, the benefits payable under the Downstate Police and Downstate Fire Articles shall be reduced by an amount computed in accordance with specified provisions. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

COUNTIES CD-COUNTY ESCROW FUND

Amends the Counties Code. Provides that a county treasurer may, after receiving approval from the county board, establish an escrow fund for the safekeeping of moneys paid to the treasurer on behalf of property taxpayers. Protects money in these funds from judgment, attachment, execution, and seizure for the satisfaction of debts. Authorizes county treasurers to establish terms and conditions relating to these funds. Requires interest earned on these funds to be paid to the county treasury to offset administrative costs. Amends the Code of Civil Procedure to exempt qualified moneys in these funds from judgment, attachment, execution, and seizure for the satisfaction of debts. Effective immediately.

SEX OFFENDER NOTICE-EMAIL

Amends the Sex Offender Community Notification Law. Provides that the Department of State Police shall provide on its Sex Offender Information web page a form that allows a person who seeks access to sex offender information to be notified by e-mail of when a sex offender changes residence, employment, or school attendance to a location within a particular zip code or within a specified distance from an address. Provides that the Department of State Police shall provide such information by e-mail notification to a person who completes the form.

FINANCE-PAYGO BUDGETING

Amends the State Finance Act. Requires PAYGO budgeting. Provides that if a Public Act requires additional spending from State funds, then no appropriation for the additional spending required by the Public Act may be obligated or expended unless the Commission on Government Forecasting and Accountability certifies to the State Comptroller that the same or another Public Act specifically identifies adequate decreases in expenditures or enhancements in revenues to completely offset the additional spending required by the Public Act. Effective immediately.

ECONOMIC STABILIZATION TRUST

Creates the Economic Stabilization Trust Act. Establishes the Economic Stabilization Trust, governed by a board of trustees consisting of the Director of Commerce and Economic Opportunity and gubernatorial appointees, to consider and approve or deny applications for financial assistance to businesses that cannot obtain sufficient financial assistance from financial institutions and public development agencies.

VEH CD-DUI-BLOOD EVIDENCE

Amends the Illinois Vehicle Code. Provides that in a prosecution of a person accused of violating DUI, reckless homicide, or a similar provision of a local ordinance, the conversion rate to convert blood serum or blood plasma alcohol level to the whole blood equivalent for grams of alcohol per 100 milliliters of blood shall be to divide the blood serum or plasma level by 1.18. Effective immediately.
