Amends the Sex Offender Management Board Act. Includes any offense under Illinois law that is sexually motivated in the definition of "sex offense" and defines "sexually motivated". Adds 4 members to the Sex Offender Management Board. Requires sex offenders considered for probation to submit to a sex offender evaluation. Requires that as a part of a sentence to probation, conditional release, or periodic imprisonment for a sex offense, a sex offender must undergo treatment. Prohibits a county probation department, the Department of Human Services, and a sex offender from contracting with an individual or entity for the provision of sex offender evaluation or treatment services unless the individual or entity is approved by the Board. Amends the Juvenile Court Act of 1987, the Sexually Dangerous Persons Act, the Sexually Violent Persons Commitment Act, and the Unified Code of Corrections. Provides that the standards for evaluation and treatment of sex offenders shall be in accordance with standards adopted by the Sex Offender Management Board under the Sex Offender Management Board Act. Provides that a condition of parole or mandatory supervised release, periodic imprisonment, probation, or conditional discharge for a sex offender is that the offender undergo and successfully complete sex offender treatment in accordance with standards developed by the Sex Offender Management Board. Amends the Probation and Probation Officers Act to allow a county board to appropriate moneys to support practices endorsed or required under the Sex Offender Management Board Act. Makes other changes. Effective immediately.

Amends the Illinois Governmental Ethics Act. Makes a technical change in a Section defining "economic opportunity".
Amends the Children with Disabilities Article of the School Code. Provides that administrative expenses incurred by a responsible school district for children whose residence is other than a foster family home and who are educationally placed in a nonpublic school, nonpublic special education facility, public out-of-state school, or county special education facility are reimbursable. Provides that these administrative expenses must be associated with supervisory and case coordination responsibilities specific to these eligible students. Effective immediately.
Amends the School Code. In a Section concerning reimbursement for special education classes for children from orphanages, foster family homes, children's homes, or State housing units, provides that if a child who was eligible to receive services under that Section is adopted and that child continues to receive support services from the Department of Children and Family Services, then the child shall continue to be eligible to receive services under that Section. Effective July 1, 2003.
Amends the School Code. In recomputing a general State aid claim that was originally calculated using an extension limitation equalized assessed valuation, provides that a qualifying reduction in equalized assessed valuation shall be deducted from the extension limitation equalized assessed valuation that was used in calculating the original claim. Provides that in calculating the amount of State aid to be apportioned to school districts, the State Board of Education shall incorporate and deduct the total aggregate adjustments to assessments made by the State Property Tax Appeal Board or Cook County Board of Appeals from the equalized assessed valuation that is otherwise to be utilized in the initial calculation. Effective immediately.
Amends the Child Care Act of 1969. Makes a technical change in a Section concerning definitions.
Creates the Senior Citizens and Disabled Persons Prescription Drug Discount Program Act. Provides that the Program shall be administered by the Department of Central Management Services to enable eligible senior citizens and disabled persons to purchase prescription drugs at discounted prices and that the Department shall (i) enroll eligible seniors and disabled persons into the Program, (ii) enter into rebate agreements with drug manufacturers, either itself or through an agent, and (iii) reimburse pharmacies for the cost of providing discounts using the proceeds from the manufacturer rebate agreements. Amends the State Finance Act to create the Senior Citizens and Disabled Persons Prescription Drug Discount Program Fund into which rebate payments and enrollment fees shall be deposited. Provides for an initial transfer from the General Revenue Fund into the Senior Citizens and Disabled Persons Prescription Drug Discount Program Fund of $27,000,000 to be repaid to the General Revenue Fund out of rebate payments. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a Prescription Drug Purchasing Policy Office to determine and implement strategies for best price purchasing practices for State agencies that pay for prescription drugs by direct purchase or by other arrangements. Effective July 1, 2003.
Amends the Financial Identity Theft and Asset Forfeiture Law of the Criminal Code of 1961. Changes the name of the Article to the Identity Theft Law and the names of the offenses of financial identity theft and aggravated financial identity theft to identity theft and aggravated identity theft. Includes in the offense of identity theft: (1) using any personal identification information or personal identification document of another with intent to commit any felony theft or other felony violation of Illinois State law; (2) obtaining, recording, possessing, selling, transferring, purchasing, or manufacturing any personal identification information or personal identification document with intent to commit or to aid or abet another in committing any felony theft or other felony violation of Illinois State law; (3) using, obtaining, recording, possessing, selling, transferring, purchasing or manufacturing any personal identification information or personal identification document of another knowing that such personal identification information or personal identification documents were stolen or produced without lawful authority; or (4) using, transferring, or possessing document-making implements to produce false identification or false documents with knowledge that they will be used by the offender or another to commit any felony theft or other felony violation of State law. Effective immediately.
Creates the Illinois Housing Initiative Act of 2003. Requires that a task force, composed of all key State agencies with functions related to housing and other experts in housing, develop an annual comprehensive housing plan that prioritizes the development of a range of permanent housing for certain underserved populations, including low-income and homeless persons. Creates the Illinois Housing Initiative, to be in effect through December 31, 2008, to coordinate and streamline the allocation of available housing resources to make it possible to prioritize the development of housing for underserved populations in accordance with the annual comprehensive housing plan. Provides for funding for housing construction and rehabilitation and supportive services. Requires every municipality to create a local housing development plan.
Creates the State Economic Assistance Accountability Act. Provides that State economic assistance provided by the Department of Commerce and Community Affairs as an incentive to a business organization must be based on the terms of a written incentive agreement between the Department and the business organization, which agreement must identify the specific State economic assistance to be provided to the business organization during the term of the agreement. Lists terms the agreement must contain. Provides that State economic assistance incentive agreements must provide that if a business organization either fails to make the requisite level of capital investment in the project or fails to create or retain the specified number of jobs within the specified time frame, as provided under the Act authorizing the State economic assistance, the business organization shall be deemed to no longer qualify for the State economic assistance. Provides that State economic assistance must total at least $75,000 on a single project for applicability. Provides that the full content of all written incentive agreements are to be published on the Illinois Department of Commerce and Community Affairs website. Effective immediately.
