Amends the School Code. Provides that in recomputing a general State aid claim that was originally calculated using an extension limitation equalized assessed valuation, a qualifying reduction in equalized assessed valuation shall be deducted from the extension limitation equalized assessed valuation that was used in calculating the original claim. Provides that in calculating the amount of State aid to be apportioned to school districts, the State Board of Education shall incorporate and deduct the total aggregate adjustments to assessments made by the State Property Tax Appeal Board or Cook County Board of Appeals from the equalized assessed valuation that is otherwise to be utilized in the initial calculation. Provides that from the total amount of general State aid to be provided to school districts, adjustments under (i) the Section allowing recomputation of State aid claims and (ii) the Section requiring the incorporation and deduction of adjustments to assessments in calculating State aid together must not exceed $30 million of the general State aid appropriation in any fiscal year. Includes provisions concerning proration. Effective immediately.

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall include, in the annual service needs report regarding autism submitted to the General Assembly, a plan to provide family support mechanisms to enable persons with autism to remain in a family home environment. Amends the Illinois Public Aid Code. Extends Medicaid eligibility for continued home-based skilled or intermediate care to persons age 21 or older (under current law, eligibility is limited to persons under age 21). Requires an annual determination of need for that level of care and requires the Department of Human Services to make an annual report concerning services provided and other matters. Effective immediately.
Amends the Property Tax Code. Provides that if a county assessor revises an assessment after the complete assessment list is published, then the county assessor must publish a subsequent list of all the revised assessments for that year.
Amends the Poison Control System Act. Directs the Department of Public Health and the Illinois Poison Advisory Board to conduct a study to determine the feasibility of establishing a formula that sets State goals for funding the poison control system. Requires completion of the study by December 31, 2005. Effective immediately.
Amends the Children and Family Services Act. Requires the Department of Human Services to establish a program to award grants to area projects to plan, establish, operate, coordinate, and evaluate community services programs. Requires the Department to establish eligibility requirements for grants. Sets forth procedures for grant awards. Effective immediately.
Creates a Senate Task Force on Illinois Mobile Homes to examine the needs and relationships between home communities, home owners, park owners, and mobile home retailers and manufacturers.

Mourns the death in Iraq of Staff Sergeant Michael Sutter, United States Army National Guard, of Tinley Park.
Mourns the death of former State Representative and Illinois Appellate Court Justice Anthony Scariano of Olympia Fields.
Amends the Deaf and Hard of Hearing Commission Act. Provides that members of the Commission shall serve until their successors are appointed and qualified. Makes changes concerning the duties of the Commission. Provides that the Commission shall promulgate rules and regulations to implement this Act in accordance with the Illinois Administrative Procedure Act. Makes other changes.
