Amends the Illinois Domestic Violence Act of 1986. Makes a technical change in the short title Section.

Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in amounts equal to provided quantities. Requires an electric utility to report to the Illinois Commerce Commission regarding compliance with renewable energy resource standards by April 1 of each year beginning in 2008. Provides penalties for an electric utility that fails to procure or obtain the full amount of renewable energy resources as required by specified provisions. Provides that the Commission shall adopt rules as necessary within 12 months after the effective date of the amendatory Act to assist in implementing methods of procurement, accounting, tracking, and reporting in order to achieve the stated objectives. Provides that electric utilities may enter into long-term contracts of up to 20 years with providers of renewable energy resources. Provides that the provisions shall not prohibit an electric utility from issuing a competitive solicitation for renewable energy resources in order to meet the required standards. Effective immediately.
Amends the Elevator Safety and Regulation Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Amends the School Code. In a Section concerning reimbursement for special education classes for children from orphanages, foster family homes, children's homes, or State housing units, provides that if a child who was eligible to receive services under that Section (i) is eligible for the subsidized adoption program available through the Department of Children and Family Services or is under subsidized guardianship and (ii) continues to receive support services from the Department of Children and Family Services, then the child shall continue to be eligible to receive services under the Section and the school district shall continue to be reimbursed under the Section. Provides that this provision applies only to children who are eligible for the subsidized adoption program or who are under subsidized guardianship on or after the effective date of the amendatory Act. Effective immediately.
Amends the Illinois Municipal Code. Adds additional notice requirements for annexation proceedings. Provides that, if notice is given, no other municipality may annex the proposed territory for a period of 60 days, subject to certain exceptions.
Amends the Counties Code. Makes a technical change in a Section concerning boundaries.
Amends the Metropolitan Transit Authority Act. Provides that employees of the Chicago Transit Authority may hold federal, State, county, or municipal government positions if the compensation for the position is less than $15,000 (now $5,000) per year.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Amends the Code of Civil Procedure. Makes a technical change in a Section regarding the short title of the Article concerning mortgage foreclosures.
