Amends the Illinois Vehicle Code. Provides that a person may not operate a motor vehicle on a roadway while using an electronic communication device to compose, send, or read an electronic message. Provides that a violation is an offense against traffic regulations governing the movement of vehicles. Sets forth exceptions.

Amends the State Prompt Payment Act. Includes within the definition of "goods or services", prevention, intervention, or treatment services and supports for persons with developmental disabilities, mental health services, alcohol and substance abuse services, rehabilitation services, and early intervention services provided by a vendor, which includes but is not limited to a licensed community-based provider but does not include a licensed hospital, a unit of local government, or a university. Effective immediately.
Urges the Department of Human Services, in collaboration with the Departments of Children and Family Services, Healthcare and Family Services, Corrections, Financial Institutions and Professional Regulation, the Illinois State Board of Education, and the Illinois Planning Council on Developmental Disabilities to complete an assessment of existing State and federal assistance programs involving Fetal Alcohol Spectrum Disorders.
Amends the Property Tax Code. Provides that, beginning January 1, 2010, townships with less than 2,000 (instead of 1,000) inhabitants shall elect one multi-township assessor with one or more contiguous townships. Effective immediately.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Resolves that the Department of Healthcare and Family Services shall identify and target resources to increase the capacity to meet needs and desires of the population who could benefit from home health care and to prepare for future demands to build the capacity in the system now and into the future.
Creates the Interfund Borrowing Act of 2009. Contains only a short title provision.
Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for prosthetic devices that equals those benefits provided under federal laws for health insurance for the aged and disabled. Provides that a policy or plan may require prior authorization for prosthetic devices in the same manner that prior authorization is required for any other covered benefit. Provides that covered benefits are limited to the most appropriate model that adequately meets the medical needs of the patient as determined by the insured's treating physician. Provides that repairs and replacements of prosthetic devices are also covered, subject to copayments and deductibles, unless necessitated by misuse or loss. Provides that a policy or plan may require that, if coverage is provided through a managed care plan, the benefits mandated pursuant to the provision shall be covered benefits only if the prosthetic devices are provided by a vendor and prosthetic services are render by a provider who contracts with or is designated by the carrier, to the extent that a carrier provides in-network and out-of-network service, the coverage for the prosthetic device shall be offered no less extensively. Effective immediately.
Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.
