Amends the Condominium Property Act. Provides procedures for addressing distressed condominium property that is a danger, blight, or nuisance to the surrounding community or the public and that is substantially unoccupied, without utilities, or in a serious negative condition. Provides a definition of "distressed condominium property". Provides that a municipality may file a petition in the circuit court and that if the court finds that a property is a distressed condominium property, the court may appoint a receiver to manage the property. Provides also that if a court finds that the property is not viable as a condominium, the court may deem that the entire property is owned in common by the unit owners and may authorize the receiver to sell the entire property without the consent of the unit owners. Provides that if the receiver sells the property pursuant to court authorization, the sale proceeds shall be paid to unit owners according to their respective shares, after sale expenses, taxes, and liens have been paid. Provides that the receiver has the power and authority to secure and insure the premises, make repairs, and otherwise manage the premises.

Amends the Genetic Information Privacy Act. Makes a technical change in a Section concerning the short title.
Amends the Nursing Education Scholarship Law. Requires the Department of Public Health to provide nurse educator scholarships, to be awarded for a period of up to 3 years. Provides that within 12 months after graduation from a graduate degree in nursing program for nurse educators, a scholarship recipient shall begin meeting a nurse educator employment obligation consisting of employment in this State as a nurse educator for at least 2 years for each year of scholarship assistance received. Provides that any person who fails to fulfill the nurse educator employment obligation shall pay to the Department an amount equal to the amount of scholarship funds received per year for each unfulfilled year of the nurse educator employment obligation, together with interest at 7% per year on the unpaid balance. Requires the Department to maintain a database of all available nurse educator positions in this State. Requires the Department to provide grants to approved institutions that have graduate degree programs to expand their nurse educator faculty, subject to appropriation. Provides that the Department shall award up to $100,000 per institution to assist in start-up costs and salaries for faculty. Effective immediately.
Creates the Agreement Among the States to Elect the President by National Popular Vote Act. Ratifies and approves the Agreement Among the States to Elect the President by National Popular Vote. Provides that the agencies and officers of this State and its subdivisions shall enforce the compact and do all things appropriate to effect its purpose and intent that may be within their respective jurisdictions.
Amends the Office of Banks and Real Estate Act. Provides that the Commissioner of Banks and Real Estate shall adopt rules establishing the minimum education requirements and training requirements for examiners appointed or assigned to examine the affairs of State-chartered banks. Provides that the rules are to be proposed no later than 180 days after the effective date after consultation with the State Banking Board of Illinois. Requires the consultation of the Board of Trustees of the Illinois Bank Examiners' Education Foundation only when education or training of examiners is to be funded, in whole or in part, from the Illinois Bank Examiners' Education Fund. Amends the Illinois Banking Act. Requires the Commissioner to consult with the State Banking Board of Illinois and to receive comments from the Board on matters pertaining to the minimum education and training requirements for bank examiners. Requires the Board to submit to the Commissioner proposed suggestions or revisions regarding any rule that the Commissioner may propose pursuant to certain provisions in the Office of Banks and Real Estate Act. Effective immediately.
Amends the Criminal Code of 1961. Provides that an assault or battery using an air rifle constitutes aggravated assault or aggravated battery. Amends the Air Rifle Act. Eliminates the maximum $50 fine that may be imposed for violation of the Act by a person who is not a dealer of air rifles. Effective immediately.
Amends the School Code. Requires the State Board of Education, in conjunction with the Department of Public Health, to develop and make available to each school board guidelines for the management of students with life-threatening food allergies. Requires each school board to implement a plan based on the guidelines for the management of students with life-threatening food allergies.
Amends the New Vehicle Buyer Protection Act. Makes a technical change in the short title Section.
Appropriates $500,000 to the Department of Corrections for a grant to the Cook County Sheriff's Office for programs administered through the Department of Women's Justice Services, for the Cook County Residential Treatment and Transition Center for Women. Effective immediately.
Amends the Residential Mortgage License Act of 1987. Replaces references to the Commissioner of Banks and Real Estate with the Director of the Division of Banking of the Department of Financial and Professional Regulation throughout the Act. Makes changes in provisions concerning the necessity for a license. Makes changes defining the term "exempt person or entity" and "full service office". Makes changes in provisions concerning the application process for obtaining a license, including provisions concerning a multistate automated licensing system. Makes changes in provisions concerning the application form used to obtain a license. Makes changes in provisions that require specified averments that accompany an application for a license. Makes changes in provisions concerning the Director's refusal to issue a license, including failure to comply with provisions of the multistate automated licensing system. Makes changes in provisions concerning the license issuance and renewal. Makes changes in provisions concerning (i) additional full service offices and (ii) the requirements for posting a license. Makes changes in a provision concerning a licensee's office and staff within the State. Makes changes in provisions requiring that the business affairs of a licensee shall be examined for compliance. Makes changes in provisions concerning the suspension or revocation of a license. Makes changes in provisions concerning annual reports of certain activities. Makes other changes. Contains a nonacceleration clause. Effective January 1, 2009.
