Amends the Minimum Wage Law. Eliminates provisions that allowed an hourly wage of 50 cents below the regular minimum wage to be paid to an employee under 18 years of age. Makes other conforming changes. Effective January 1, 2009.

Amends the Deposit of State Moneys Act. Makes a technical change in a Section concerning investment in minority-owned financial institutions.
Amends the Cook County Article of the Illinois Pension Code. Deletes provisions concerning the expense reserve, county contribution reserve, employee's contribution reserve, annuity payment reserve, prior service annuity reserve, child's annuity reserve, duty disability reserve, ordinary disability reserve, gift reserve, investment and interest reserve, supplementary payment reserve, and optional contribution reserve. Makes corresponding changes. Provides that an adequate system of accounts and records shall be established to report the financial condition of the County Employees' and Officers' Annuity and Benefit Fund and that such additional data as is necessary for required calculations, actuarial valuations, and operation of the fund shall be maintained. Effective immediately.
Amends the Deposit of State Moneys Act. Provides that the Treasurer may accept a proposal from an eligible institution that provides a reduced rate of interest if the institution agrees to expend an amount equal to the reduction for financial literacy programs for persons who reside in investment areas, as defined by federal law, and identified by the U.S. Department of the Treasury, in counties having a population of 3,000,000 or more. Provides that the proposal and acceptance shall be contained in an agreement between the State Treasurer, the institution, and a third party, if applicable, and the agreement shall restrict the use of the funds to the prospective delivery of the foregoing products, services, and programs. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the Illinois Teaching Excellence Program.
Amends the Criminal Code of 1961. Provides that theft of property owned by a place of worship has the same penalties as theft of property in a place of worship. Provides that a person may commit identity theft when he or she uses fictitious personal identification information or documents for a fraudulent purpose.
Amends the Savings Bank Act. Makes a technical change in a Section concerning rules and regulations of the Commissioner of Banks and Real Estate.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal tax credit to (i) 10% of the federal tax credit for each taxable year beginning on or after January 1, 2007, (ii) 15% of the federal tax credit for each taxable year beginning on or after January 1, 2009, and (iii) 20% of the federal tax credit for each taxable year beginning on or after January 1, 2011. Effective immediately.
Amends the Regulatory Sunset Act to extend the repeal date of the Illinois Speech-Language Pathology, Auditory-Verbal Therapy, and Audiology Practice Act (now, the Illinois Speech-Language Pathology and Audiology Practice Act) from January 1, 2008 to January 1, 2018. Amends the Illinois Speech-Language Pathology and Audiology Practice Act. Changes the name of the Act to the Illinois Speech-Language Pathology, Auditory-Verbal Therapy, and Audiology Practice Act. Provides for the licensure of auditory-verbal therapists by the Department of Financial and Professional Regulation and incorporates references to auditory-verbal therapy throughout the Act. Amends various other Acts to make corresponding changes. Effective immediately.
Amends the Illinois Banking Act. Makes a technical change in a Section concerning the primary powers of banks.
