Amends the Chicago Teacher Article of the Illinois Pension Code. Increases the Board of Education's total required contribution to the Fund for fiscal year 2013 from $196,000,000 to $307,485,000. In a provision that reduces the required annual Board of Education contribution to the Fund by the amount of any State contribution, makes the reduction apply only if the Board has certified in the previous fiscal year that the total assets of the Fund are at least 90% of the total actuarial liabilities of the Fund. Effective immediately.
Creates the Human Services Budget and Impact Note Act. Requires the Department of Human Services and the Department of Healthcare and Family Services to prepare and file notes concerning a bill's impact. Requires the bill's sponsor to file a statement identifying a preferred means of funding the costs to be incurred because of the legislation. Contains provisions regarding committee appearances; amended bills; and confidentiality requirements.

Amends the Illinois Public Aid Code. Sets forth certain circumstances under which the Department of Healthcare and Family Services may deny the eligibility of any person, firm, corporation, association, agency, institution, or other legal entity to participate as a vendor of goods or services to Medicaid recipients because of an outstanding debt owed to the Department. Sets forth the conditions under which a debtor-vendor may enroll or participate in the medical assistance program. Contains provisions concerning the recovery of interest on overpayments; the withholding of payments to vendors who are not in compliance with State and federal regulations; the recovery of a debt owed by a vendor or alternate payee; the withholding of payments to vendors upon initiation of an audit; and other matters.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "conviction".
Amends the Sex Offender Management Board Act. Provides that the appointment by the Governor of the member of the Sex Offender Management Board to represent probation services be based on the recommendation of the Illinois Probation and Court Services Association.
