Amends the Chicago Police Article of the Illinois Pension Code. Provides that the amount of the annuity of a widow of a policeman who first became a participant of the fund before January 1, 2011 and the annual increases in that annuity shall be equal to the annuity and annual increases provided for the widow of a policeman who first became a participant of the fund on or after that date.

Proposes to amend the Revenue Article of the Illinois Constitution. Removes a provision that provides that a tax on income shall be measured at a non-graduated rate. Provides that, for any income tax imposed upon corporations, the rate shall not exceed the weighted average rate imposed on individuals by more than a ratio of 8 to 5. Effective upon being declared adopted.
Amends the Downstate Teachers Article of the Illinois Pension Code. Extends the period during which an annuitant receiving a retirement annuity other than a disability retirement annuity may accept employment for up to 120 paid days or 600 paid hours in a school year without impairing his or her retirement status. Effective immediately.
Creates the Education Budget and Impact Note Act. Provides that every bill that creates a new program or service that will be provided by the State Board of Education or that expands the class of persons eligible for or the level of benefits provided by any existing program or service provided by the State Board of Education shall have prepared for it prior to second reading in the house of introduction a brief explanatory statement or note, which shall include a reliable estimate of the probable impact that bill will have upon the State Board of Education's annual budget. Contains provisions concerning the preparation and content of the note and its population and fiscal impact. Provides that the sponsor of a bill that is required to file a note under the Act shall specify the preferred funding source for the bill. Contains provisions concerning committee appearances. Specifies the conditions under which a note must be filed for amendments. Contains provisions concerning the confidentiality of legislation prior to its introduction in the General Assembly.
Amends the Cook County Article of the Illinois Pension Code. Provides that "re-entrant" does not include any employee who enters service after January 1, 2011 and whose retirement age is 67.
Amends the Illinois Insurance Code in the Article concerning workers' compensation and employer's liability insurance rates. Creates the Illinois Compensation Rating Bureau as a quasi-governmental entity. In the provisions concerning rate filings, disapproval of filings, appeal by minority, information that is to be furnished to insureds and hearings and appeals of insureds, and advisory organizations, replaces references of licensed rating organizations with that of the Illinois Compensation Rating Bureau. Provides that the Director of Insurance shall have oversight over the Bureau only as established by law. Provides that every insurer that writes, amends, delivers, issues, or renews any policy of insurance specified under the Article concerning workers' compensation and employer's liability insurance rates has membership in the Bureau. Sets forth the purposes of the Bureau. Provides that the Bureau shall be governed by the Rating Committee. Provides that the Rating Committee shall establish bylaws for the operation of the Bureau which, with amendments thereto, shall be filed with and approved by the Director before they are effective. Deletes certain provisions concerning filings and cooperation among rating organizations and sets forth provisions concerning membership, services, and the furnishing of information.

Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the admissibility in certain criminal proceedings of statements made by an accused during a custodial interrogation at a police station or other place of detention.
