Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Makes a technical change in a Section concerning the definition of "residence".

Amends the Illinois Public Aid Code. Prohibits a vendor (other than a nursing home) under the Medicaid program from using Medicaid reimbursements to pay for activities directly related to influencing employees of the vendor regarding their decision to organize or not to organize and to form a union or to join an existing union. Provides for civil monetary penalties for violations. Authorizes any person to bring an action to enforce collection of a penalty if the Attorney General declines to do so.

Requires the Department of Human Services to develop and implement an infant-toddler initiative to address the severe shortage of high quality child care for children under 3 years of age. Requires the status of the infant-toddler initiative to be included in the State's comprehensive day-care plan. Effective immediately.
Provides for the ratification of the proposed equal rights amendment to the United States Constitution.
