Amends the medical assistance Article of the Illinois Public Aid Code. Provides that a pharmacy may not charge a Medicare beneficiary more than the Medicaid reimbursement rate for prescription medications, plus an additional dispensing fee. Requires the Department of Public Aid to monitor pharmacies' compliance and to report to the General Assembly. Repeals these provisions on January 1, 2006. Effective immediately.

Creates the Hospital Discriminatory Pricing Reform Act and amends the Hospital Licensing Act. Requires every hospital to develop an "assistance to the uninsured" policy specifying how the hospital will determine the financial liability for services rendered to uninsured patients. Requires that the policy address charity care. Requires notice of the policy to patients. Limits debt collection activities by a hospital. Provides that a violation of the Hospital Discriminatory Pricing Reform Act may subject a hospital to suspension or revocation of its license. Also provides for civil penalties and for a private right of action. Effective immediately.
Amends the Minimum Wage Law. Makes a stylistic change in provisions concerning overtime.
Amends the Pharmacy Practice Act of 1987. Changes the definition of "mail-order pharmacy" and the provisions concerning registration of mail-order pharmacies to include pharmacies located outside of Illinois (rather than in a state of the United States). Allows the Department to make site visits to a mail-order pharmacy and notify the United States Food and Drug Administration that a mail-order pharmacy registered under the provisions is in compliance with State laws and rules governing mail-order pharmacies.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Commerce and Community Affairs.
Amends the Illinois Act on the Aging. Adds a caption to the purpose Section.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Makes a technical change in a Section concerning the definition of "rent constituting property taxes accrued".
Amends the Illinois Public Aid Code. Makes technical changes in a Section concerning discrimination in the granting of financial aid or social services.
