Amends the Illinois Public Aid Code. Creates the Child Support Pays program, under which the Department of Public Aid shall pay to families receiving TANF cash assistance an amount equal to either two-thirds of the monthly child support collected or the amount of monthly child support collected and required to be paid to the family pursuant to administrative rule, whichever is greater. Provides that the child support passed through to a family pursuant to these provisions shall not affect the family's eligibility for assistance or decrease any amount otherwise payable as assistance to the family under the TANF program until a family's gross income from employment, non-exempt unearned income, and the gross child support collected on the family's behalf equals or exceeds 3 times the assistance unit's payment level, at which point cash assistance to the family may be terminated. Effective immediately.

Creates the Prescription Drug Ethical Marketing Act. Requires every manufacturer and labeler that sells prescription drugs in the State to disclose to the Director the value, nature, and purpose of any gift, fee, payment, subsidy, or other economic benefit provided in connection with detailing or promotional or other marketing activities by the company, directly or through its pharmaceutical marketers, to any physician, hospital, nursing home, pharmacist, health benefit plan administrator, or any other person in Illinois authorized to prescribe or dispense prescription drugs. Requires the Director to report to the Governor and the General Assembly on the disclosures. Provides exceptions to the disclosures. Provides for injunctive relief and civil penalties for failure to disclose.
Urges the U.S. Environmental Protection Agency to reconsider its proposed rules concerning mercury pollution from coal-fired electric plants.
Appropriates $4,000,000 from the General Revenue Fund to the Department of Public Health for HIV/AIDS prevention services in minority communities. Effective July 1, 2003.
Creates the Illinois Legislative Alzheimer's Disease Task Force to study certain issues relating to Alzheimer's disease.
Amends the Illinois Wage Payment and Collection Act. Makes a stylistic change concerning the short title of the Act.
Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning State's Attorneys' representation of the State in court proceedings.
Creates the Dividend Act. Contains only a short title provision.
