Amends the Department of Healthcare and Family Services Law of the Civil Administrative Code of Illinois. Creates the Illinois Board of Healthcare and Family Services. Provides qualifications for the members of the Board to be appointed by the Governor with the advice and consent of the Senate. Provides that the Board shall hire the Director of Healthcare and Family Services, and that the Board in its discretion may hire an Assistant Director of Healthcare and Family Services. Provides that the Board shall set the duties of the Director and the Assistant Director, including measureable performance standards based on providing statewide access to healthcare and family services and full implementation of the SMART Act (P.A. 97-689). Provides that the Department of Healthcare and Family Services as directed by the Board shall conduct an annual statewide survey of access to healthcare and family services, tracking the changes in access to healthcare and family services with a particular focus on underserved populations and areas within the State. Amends the Public Aid Code. Provides that the terms of office of the Director and Assistant Director of Healthcare and Family Services serving on the effective date of the amendatory Act shall end on March 1, 2014. Makes conforming changes. Amends the General Provisions and Departments of State Government Law of the Civil Administrative Code of Illinois. Makes conforming changes. Effective immediately.

Amends the Illinois Dental Practice Act. Defines "community dental health coordinator". Provides that a community dental health coordinator working under the general supervision of a dentist may perform functions for which the community dental health coordinator meets training and educational standards established by the Department of Financial and Professional Regulation and that are not expressly prohibited by statute or rules adopted by the Department. Further provides that a dentist utilizing community dental health coordinators shall not supervise more than 4 community dental health coordinators at one time.
Amends the Governor's Office of Management and Budget Act. Provides that the Governor's Office of Management and Budget shall create, on its official Internet website, an electronic database to allow any State agency or nonprofit vendor to submit grant agreements and grant-related documents electronically and to provide for the public display of those documents on its website. Provides that any nonprofit vendor that is incapable of electronically filing its grant agreements and grant-related documents shall submit a written statement to the Office attesting to the reasons for its inability to do so, and that statement shall be published by the Office on the database. Provides that the Office shall update the database as additional information becomes available in a format that can be compiled and published on the database by the Office. Provides that each State agency shall cooperate with the Office in furnishing the information necessary for the implementation of this Section within a timeframe specified by the Office. Effective immediately.
Expresses opposition to the International Olympic Committee (IOC) decision to remove freestyle and Greco-Roman wrestling from the Olympic Games.
Creates the Access to Governmental Services Act. Requires each executive branch State agency to take reasonable steps to provide the following in each county where the number of residents in a single language group is more than 5% of all residents of that county as measured by the most recent federal census: (1) having a sufficient number of qualified bilingual persons in public contact positions or as interpreters in at least one office in the county, determined by the agency to be in an area of need, to assist in providing services to individuals having limited English proficiency; and (2) having available in at least one office in the county, determined by the agency to be in an area of need, personnel to interpret, upon request, important documents ordinarily provided to the public. Requires each executive branch State agency to adopt rules regarding the requirements of this Act not less than 6 months after the date that this Act takes effect, or as soon thereafter as possible. Requires the Illinois Human Rights Commission to implement a process to address disputes arising under this Act, including, but not limited to, disputes concerning the interpretation of "important documents" and "sufficient number of qualified bilingual persons in public contact positions" and agency determinations of the offices where the services are provided, not less than 6 months after the date that this Act takes effect, or as soon thereafter as possible. Defines terms.
Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that the Regional Transportation Authority or a Service Board may enter into an option contract, forward contract, futures contract, swap, cap, or collar agreement with price floors or ceilings, or both, for fuel risk management purposes, subject to the approval of the Board of Directors of the Regional Transportation Authority.
Creates the Task Force on Sustainable Transportation Funding.
