Amends the Illinois Vehicle Code. Repeals a provision providing for the collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds. Effective July 1, 2015.

Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Central Management Services.
Amends the State Employees Group Insurance Act of 1971. Directs the Department of Public Health to create the State Employee Health Clinic pilot program to provide on-site health care services to persons covered under the Act, with funds appropriated for the purpose. Provides that, in operating the State Employee Health Clinic, objectives of the Department of Public Health shall include, but are not limited to, cost reduction through early diagnosis, preventative care, and the proactive use of medical services by State employees. Requires the State Employee Health Clinic to provide services to eligible persons without any co-payment or other fee-for-services. Requires the Department of Public Health to operate the State Employee Health Clinic with one location in Chicago and another in Springfield. Provides that the Department of Public Health shall by rule provide for the administration and operation of the State Employee Health Clinic. Provides that the Department of Public Health shall conduct a biennial comprehensive assessment of the State Employee Health Clinic's operations, health resources, and service needs, including, but not limited to, facilities, clinical services, staffing levels, and finances. Requires these assessments to be compiled into a report to be submitted to the General Assembly and the Governor on or before July 1, 2017. Repeals the pilot program on July 1, 2018. Effective July 1, 2015.
Amends the Illinois Vehicle Code. Provides that a municipality shall install an in-street pedestrian crossing sign within each crosswalk that is located in the municipality and falls within a safety zone. Provides that the in-street pedestrian crossing sign shall display the legend "STATE LAW" and in all other ways conform with the Illinois Manual on Uniform Traffic Control Devices. Provides that "safety zone" means an area that is within one-eighth of a mile from the nearest property line of any public or private elementary or secondary school, or from the nearest property line of any facility, area, or land owned by a school district and used for educational purposes approved by the Illinois State Board of Education, not including school district headquarters or administrative buildings. Provides that a safety zone also includes an area that is within one-eighth of a mile from the nearest property line of any facility, area, or land owned by a park district and used for recreational purposes. Provides that if any portion of a roadway is within either one-eighth mile radius, the safety zone also shall include the roadway extended to the furthest portion of the next furthest intersection. Provides that the new provisions do not apply to a crosswalk controlled by a traffic control signal.
Amends the Chicago School District Article of the School Code. Makes a technical change in a Section concerning the application of the Article and definitions.
Amends the Illinois Solid Waste Management Act. Makes a technical change in a Section concerning the State's comprehensive solid waste management program.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the gasohol incentive under the Acts applies through December 31, 2013 (instead of December 31, 2018). Provides that 1% of the proceeds of the tax collected on gasohol shall be deposited into the Transportation Reform Fund. Amends the Motor Fuel Tax Law. Provides that the tax under the Motor Fuel Tax Law shall be imposed at the rate of 9.5% of the average wholesale price of motor fuel. Requires the Department of Revenue to certify the average wholesale price of motor fuel on a quarterly basis. Makes changes concerning the distribution of the proceeds. Amends the State Finance Act to create several new funds. Amends the Illinois Vehicle Code. Increases certain registration and license fees. Contains provisions concerning distribution. Effective January 1, 2014.
