Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Requires each granted participation goal waiver to be published for public viewing through the awarding agency prior to the formal award of contracts. Requires the waiver to include a statement of the basis upon which the waiver was granted and the identity of the individual authorizing the waiver. Amends the State Mandates Act to require implementation without reimbursement.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning administration of the Code.
Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Alzheimer's Awareness license plates. Creates the Alzheimer's Awareness Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates and at renewal. Provides that $15 of the additional fee at original issuance and $2 of the additional fee at renewal shall be deposited into the Secretary of State Special License Plate Fund, and that $10 of the additional fee at original issuance and $23 of the additional fee at renewal shall be deposited into the Alzheimer's Awareness Fund. Provides that moneys in the Alzheimer's Awareness Fund shall be paid as grants to the Alzheimer's Disease and Related Disorders Association, Greater Illinois Chapter, for Alzheimer's care, support, education, and awareness programs.
Amends the State Finance Act. Makes a technical change in a Section concerning the Road Fund.
Amends the Illinois Vehicle Code. Makes a technical change in a Section regarding safety requirements.
Amends the Environmental Protection Act. Provides that the portion of a site or facility operating under a Beneficial Use Determination, as determined by the Agency, in accordance with a specified provision of the Act, is not a pollution control facility. Provides that, to the extent allowed by federal law, the Agency may, upon the request of an applicant, make a written determination that a material is used beneficially (rather than discarded) and, therefore, not a waste if the applicant demonstrates that not less than 98% of the volume of material accepted, by weight, is recovered or recycled.
Amends the Illinois Vehicle Code. Provides that the $35 additional fee for serious traffic violations shall not become inoperative until January 1, 2020 (rather than October 13, 2014). Makes corresponding changes to the Clerks of Courts Act and the Unified Code of Corrections. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the tax on diapers and baby wipes shall be imposed at the rate of 1%. Makes changes concerning the distribution of the proceeds from the tax imposed on diapers and baby wipes.
Urges the General Assembly to fund the Diversified Educator Recruitment Program to provide resources, support, and experiences to support the recruitment and retention of racially diverse teacher candidates.
