CONDOMINIUMS-DECLARATION TERMS

Amends the Condominium Property Act. Provides that unless it is approved by a unit owner percentage vote of not less than 75% of the total in the aggregate in interest of the undivided ownership of the common elements following the election of the first unit owner board of managers, a provision in the condominium instruments is against public policy and unenforceable if it restricts the right of a board to represent the association in legal matters which affect the common elements or more than one unit by requiring consent of a percentage of unit owners, requiring arbitration, requiring mediation prior to the filing of an action in a court of competent jurisdiction, or restricting or delaying the board's ability to bring an action affecting the common elements or more than one unit in a court of competent jurisdiction and to demand a trial by jury.

FOOD HANDLING-SANITATION MGR

Amends the Food Handling Regulation Enforcement Act. Provides that beginning July 1, 2014, any individual seeking a food service sanitation manager certificate or a food service sanitation manager instructor certificate must complete a minimum of 8 hours of Department of Public Health-approved training, inclusive of the examination, and receive a score of at least 75% on the examination. Provides that for purposes of certification and recertification for food service sanitation manager certification, the Department shall accept only Department-approved training and exams accredited under standards developed and adopted by the Conference for Food Protection or its successor. Provides that the Department shall award an Illinois certificate to anyone presenting a valid certificate issued by another state, so long as the holder of the certificate provides proof of having passed an examination accredited under standards developed and adopted by the Conference for Food Protection or its successor. Sets forth provisions concerning reciprocity. Provides that all food handlers, other than someone holding a food service sanitation manager certificate, must receive training in basic safe food handling principles within 30 days after employment. Sets forth the subject matter that is to be covered in training and the requirements concerning Departmental approval. Provides that food handler training is considered to be an exclusive function of the State, and local programs are prohibited. Preempts home rule. Makes other changes. Effective immediately.

PEN CD-CHGO FIRE-CITY CONTRIBS

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that when any amounts are refunded, the corresponding city contributions and interest, unless needed for the prior service annuity reserve, shall be used to reduce the unfunded liability of the fund (rather than to reduce a future city contribution). Amends the State Mandates Act to require implementation without reimbursement.

INS CD-WORKERS COMP-POOL-FUND

Amends the Illinois Insurance Code. Makes changes concerning the provisions of the Code to which group workers' compensation pools are subject. Deletes certain provisions concerning the Group Workers' Compensation Pool Insolvency Fund. Provides that all qualified group workers' compensation pools shall be a member company, as defined in the Code. Provides that beginning in 2013, the maximum amount all qualified group workers' compensation pools may be assessed as a member company shall be 0.5% of that member company's net direct written premium on the kinds of insurance in the account for the calendar year preceding the assessment; thereafter, until 2016, the maximum amount all qualified group workers' compensation pools may be assessed as a member company shall annually increase by 0.5% of that member company's net direct written premium on the kinds of insurance in the account for the calendar year preceding the assessment until the maximum assessment amount is equal to 2% of that member company's net direct written premium. Provides that after 2016, all qualified group workers' compensation pools shall be assessed at the same percentage as any other member company. Provides that on the effective date of the amendatory Act, all moneys in the Group Workers' Compensation Pool Insolvency Fund shall be transferred into the Illinois Insurance Guaranty Fund. Provides that all liabilities whenever occurred of the Group Workers' Compensation Pool Insolvency Fund are to be assumed by the Illinois Insurance Guaranty Fund. Provides that no group workers' compensation pool shall be issued a certificate of authority after the effective date of the amendatory Act. Repeals provisions concerning the standards for issuing and maintaining pool certificates of authority and group workers' compensation pools assessments. Makes other changes. Effective immediately.

PEN CD-CHGO FIRE-ANNUAL REPORT

Amends the Chicago Firefighter Article of the Illinois Pension Code. Requires that the annual report include a statement of the amount of revenue needed from all sources to fund the liabilities of the Fund.

Amends the Juvenile Court Act of 1987. Provides that proof that a minor has a constellation of injuries is prima facie evidence of abuse. Effective immediately.
