Urges the Federal Aeronautics Administration and O'Hare International Airport authorities to decrease jet noise over Edison Park and the communities of Northwest Chicago by establishing a full-time fly quiet program and urge the creation and passage of a federal homeowner's aviation fly quiet act.

Amends the Child Support Payment Act. Makes a technical change in a Section concerning the short title.
Amends the Minimum Wage Law and the Illinois Wage Payment and Collection Act. Provides that it is unlawful for an employer to interfere with an employee in the exercise of his or her rights under those Acts. Effective immediately.
Creates the Hepatitis C Screening Act. Provides that every individual born between the years of 1945 and 1965 who receives health services from a hospital as an inpatient or in the emergency department of a hospital or who receives primary care services in an outpatient department of a hospital or who receives health services from a health care practitioner providing primary care shall be offered a hepatitis C-related test, unless the health care practitioner providing the services reasonably believes that certain conditions are present. Effective January 1, 2015.
Amends the Display of Tobacco Products Act. Provides that alternative nicotine products must be sold from behind the counter or in an age restricted area or in a sealed display case.
Amends the Freedom of Information Act. Specifies that entities created under the Judiciary Article of the Illinois Constitution are not public bodies for the purposes of the Act. Effective immediately.
Amends the Illinois Insurance Code. Provides that with respect to damages and the coverage regarding uninsured and hit and run motor vehicle coverage, any decision made by the arbitrators shall be binding (now, any decision made by the arbitrators shall be binding for the amount of damages not exceeding $50,000 for bodily injury to or death of any one person, $100,000 for bodily injury to or death of 2 or more persons in any one motor vehicle accident, or the corresponding policy limits for bodily injury or death, whichever is less). Provides the changes made by this amendatory Act of the 98th General Assembly apply to all policies of insurance amended, delivered, issued, or renewed on and after the effective date of this amendatory Act of the 98th General Assembly.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Incrementally increases the minimum retirement annuity for current and future retirees who have retired from service at age 50 or over with 20 or more years of service, up to $1,250 per month beginning on January 1, 2016. Also makes a technical change. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section regarding the extent of a responsible relative's liability for support.
Urges the Federal Aeronautics Administration and O'Hare International Airport authorities to decrease jet noise over the communities of Northwest Chicago and surrounding suburban areas. Urges O'Hare International Airport authorities to consider the option of spreading flights around the various runways of O'Hare International Airport in order to equally distribute the burden of air traffic around the airport and to put more resources towards the re-testing of noise levels around the airport and the sound proofing of affected homes and schools. Urges Congress to pass H.R. 3650 (Silent Skies Act).
