Amends the Hospital Provider Funding Article of the Illinois Public Aid Code. Extends the period of time certain hospital assessments are imposed through State fiscal year 2016. Effective immediately.
Amends the State Finance Act. Makes a technical change in a Section concerning the short title.
Amends the Mental Health and Developmental Disabilities Administrative Act. Makes a technical change in a Section concerning the appointment and removal of facility directors and other employees.
Amends the Pharmacy Practice Act. Provides that a pharmacist may substitute a prescription biosimilar product for a prescribed biological product under certain circumstances. Provides that the Board shall adopt rules for compliance with these provisions. Effective immediately.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "year".
Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that no licensee shall contract with any non-home rule municipality for the provision of auxiliary police services. Further provides that a licensee may contract with a home rule municipality for the provision of auxiliary police services, provided that each employee who is to act as an auxiliary police officer under the contract is properly appointed by the municipality and has met certain training requirements. Provides that an employee serving as an auxiliary police officer shall perform only those duties provided by the Illinois Municipal Code and shall, at all times during his or her service, comply with all other requirements of the Code.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Amends the Firearm Owners Identification Card Act. Provides that any person who owns a firearm in this State shall maintain a policy of liability insurance in the amount of at least $1,000,000 specifically covering any damages resulting from negligent or willful acts involving the use of such firearm while it is owned by such person. Provides that a person shall be deemed the owner of a firearm after the firearm is lost or stolen until such loss or theft is reported to the police department or sheriff of the jurisdiction in which the owner resides. Provides that the Department of State Police shall revoke and seize a Firearm Owner's Identification Card previously issued under this Act if the Department finds that the person to whom such card was issued possesses or acquires a firearm and does not submit evidence to the Department of State Police that he or she has been issued in his or her name a liability insurance policy in the amount of at least $1,000,000 specifically covering any damages resulting from negligent or willful acts involving the use of such firearm while it is owned by such person. Effective January 1, 2014.
Amends the Renter's Financial Responsibility and Protection Act. Provides that beginning January 1, 2014, the amount that a rental company may charge for a collision damage waiver shall increase to $13.50 per day. Provides that beginning January 1, 2015, the amount that a rental company may charge for a collision damage waiver shall increase on the first day of the year and every year thereafter by the lesser of: (i) the Consumer Price Index for all Urban Consumers for the previous calendar year as determined by the United States Department of Labor; or (ii) 5%. Effective immediately.
