CRIM CD-GAMBLING DEVICE

Amends the Criminal Code of 2012. Provides that "gambling device" includes any vending machine that offers a person entry into contest, competition, sweepstakes, scheme, plan, or other selection process that involves an element of chance for which the person may receive a gift, award, or other item or service of value, even if that offer is incidental to the purchase of an item from the vending machine.

INSURANCE ADVANCEMENT AUTH ACT

Creates the Insurance Advancement Corporation Act. Creates the Illinois Insurance Advancement Corporation as a non-profit corporation organized under the General Not For Profit Corporation Act of 1986 and qualifying under the Internal Revenue Code as an organization exempt from taxation. Provides that the Corporation shall be established for the purpose of receiving and disbursing funds from public and private sources to be used to retain Illinois domestic insurance companies and further bolster the overall well-being of the Illinois insurance competitive marketplace. Provides that the Corporation shall collaborate with the Department of Insurance, but the Corporation shall not be considered, in whole or in part, an agency, political subdivision, or instrumentality of the State. Sets forth provisions concerning the governance, operations, duties and responsibilities, and oversight of the Corporation and the Illinois Insurance Advancement Fund. Amends the Open Meetings Act to include in the definition of "meeting" the respective parts or portions of deliberations or meetings of the Board of Directors of the Corporation to the extent that such deliberations or meetings address the utilization of public funding. Effective immediately.

CRIM CD-UUW-EXEMPTIONS

Amends the Criminal Code of 2012. Provides that certain provisions of the unlawful use of weapons statute do not apply to persons licensed as private security contractors, private detectives, or private alarm contractors, or employed by a private security contractor, private detective, or private alarm contractor agency licensed by the Department of Financial and Professional Regulation, if their duties include the carrying of a weapon under the provisions of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004, while actually engaged in the performance of the duties of their employment or commuting between their homes and places of employment (deletes provision that the commuting is accomplished within one hour from departure from home or place of employment, as the case may be). Provides that the firearm control card shall be carried by the private security contractor, private detective, or private alarm contractor, or employee of the licensed private security contractor, private detective, or private alarm contractor agency at all times when he or she is in possession of a concealable weapon permitted by his or her firearm control card. Deletes provision that the exemption for a person regularly employed in a commercial or industrial operation as a security guard for the protection of persons employed and private property related to the commercial or industrial operation, while actually engaged in the performance of his or her duty or traveling between sites or properties belonging to the employer, applies only to security guards who are members of a security force of at least 5 persons. Makes other changes concerning exemptions from certain unlawful use of weapons violations for security guards.

POLICE MERIT BD-POWERS

Amends the State Police Act and the Personnel Code. Provides that the State Police Merit Board may hire employees as may be necessary and appropriate to carry out its duties and responsibilities. Provides that employees of the Merit Board shall not be subject to the Personnel Code. Provides that the Board shall fix the salaries of its employees. Provides that the Board shall adopt rules establishing a general salary schedule according to a classification of employees, but subject to merit increases, which shall apply to all employees. Provides that the Board may suspend or dismiss employees as necessary. Provides that the Board shall adopt rules establishing grounds for dismissal of employees.

EARNED SICK TIME ACT

Creates the Earned Sick Time Act. Provides that all employers that employ 20 or more employees shall provide paid sick time to their employees. Requires all employers to provide a minimum of one hour of paid sick time for every 40 hours worked by an employee, regardless of whether the employee is full-time or part-time, with a minimum of 2 days of paid sick time per calendar year. Provides for administration by the Department of Labor. Provides enforcement provisions and sets penalties. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

INS CD-MINE SUBSIDENCE FUND

Amends the Mine Subsidence Insurance Article of the Illinois Insurance Code. Increases the membership of the Board of Directors of the Illinois Mine Subsidence Insurance Fund from 11 to 13, adding 2 members who shall be public directors. Provides that of the 2 members added by the amendatory Act, one shall be appointed for a term to expire in 2016 and one shall be appointed for a term to expire in 2017.
