Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning tax credits for providing child care for employees.

Amends the Criminal Code of 2012. Enhances the penalties for certain violations of the statutes concerning unlawful use of weapons, unlawful use or possession of weapons by felons, aggravated unlawful use of a weapon, and unlawful possession of a firearm by a street gang member. Provides that each circuit court shall transmit to every local law enforcement agency located within the circuit, on a quarterly basis, the disposition of all cases involving violations of the Deadly Weapons Article of the Code within the previous quarter. Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for certain unlawful use of weapons violations, unlawful use or possession of a weapon by felons, aggravated unlawful use of a weapon, or unlawful possession of a firearm by a street gang member shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment. Effective immediately.
Amends the Day and Temporary Labor Services Act. Requires all day and temporary labor service agencies to post informational posters in English and Spanish concerning workers' compensation fraud and provides that the Department of Labor shall specify the contents of the posters. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a chiropractic physician must inquire of each patient or prospective patient, by means of the patient intake form or otherwise, whether he or she is a day or temporary laborer who contracts for employment with a day and temporary labor service agency. Provides that, if the patient or prospective patient answers in the affirmative, the chiropractic physician must: obtain the name and address of the day and temporary labor service agency and maintain that information on file for 5 years; provide to the patient or prospective patient a written notice concerning workers' compensation fraud; limit any transportation fee charged to the patient or prospective patient for an appointment or treatment; and provide to the patient or prospective patient written notices regarding false advertising and treatment and billing. Provides that all advertisements by chiropractic physicians must be in accordance with the new provisions. Provides that it is an unlawful practice for a chiropractic physician to violate any of the new provisions.
Amends the Illinois Municipal Code. Provides that the corporate authorities of each municipality may license, tax, and regulate valets, and may prescribe their compensation.
Amends the Liquor Control Act of 1934. Provides that no person licensed as a manufacturer of beer by any licensing authority, or any partnership, corporation, subsidiary, limited liability company, trust, agent, affiliate, or other form of business enterprise thereof, shall have any interest, directly or indirectly, in a holder of a distributor's license or importing distributor's license. Provides that the Illinois Liquor Control Commission shall notify all persons licensed by the State Commission as a manufacturer of beer, brewer, or non-resident dealer of the required written disclosures prescribed by the Commission. Provides a process for revocation of licenses for violation of these provisions. Defines "Person" for the purposes of the Act. Effective immediately.
Amends the Nursing Home Care Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. In a Section concerning erroneous homestead exemptions, provides for the collection of and imposes penalties and interest on the erroneous exemption principal amount (instead of the back taxes due and owing). Defines "erroneous exemption principal amount" as the total amount of property tax principal that would have been billed to a property index number but for the erroneous homestead exemption or exemptions a taxpayer received. Makes changes concerning the collection and distribution of the erroneous exemption principal amount, penalties, and interest, to provide that the county treasurer shall collect and distribute those proceeds. Defines "taxpayer" and makes other changes.
Amends the Public Utilities Act. Requires all local exchange telecommunications carriers with at least 35,000 subscriber access lines and a person or entity providing cable or video service to submit an annual report concerning procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises. Effective immediately.
Creates the Endow Illinois Tax Credit Act and amends the Illinois Income Tax Act. Requires the Department of Revenue to authorize an income tax credit to taxpayers who provide an endowment gift to a permanent endowment fund. Sets forth procedures and criteria for authorizing the credits. Provides that the aggregate amount of all credits that the Department may authorize may not exceed $10,000,000 in 2013, $25,000,000 in 2014, or $50,000,000 in 2015 and each calendar year thereafter. Provides conditions for eligibility. Requires the Department to make an annual report concerning the credits. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.
Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $40,000.
