Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Municipal Code. In provisions concerning elections, sets forth the procedure for placing specified candidates on the ballot for the general municipal election. Provides that if one officer is to be elected, then the 2 candidates who receive the highest number of votes shall be placed on the ballot for the next succeeding general municipal election. If 2 aldermen are to be elected at large, then the 4 candidates who receive the highest number of votes shall be placed on the ballot. If 3 aldermen are to be elected at large, then the 6 candidates who receive the highest number of votes shall be placed on the ballot. Provides that the name of a write-in candidate may not be placed on the ballot for the general municipal election unless he or she (i) receives a number of votes in the primary election that equals or exceeds the number of signatures required on a petition for nomination for that office or (ii) receives a number of votes in the primary election that exceeds the number of votes received by at least one of the candidates whose names were printed on the primary ballot for nomination for or election to the same office. Effective immediately.
Amends the Property Tax Code. Provides that the disabled veterans exemption and the disabled veterans standard homestead exemption must be reestablished every 2 years (instead of on an annual basis). Effective immediately.
Appropriates $1,140,677 from the General Revenue Fund to the Department of Agriculture for Illinois Federation of Public Employees salaries. Effective immediately.

Amends the Early Intervention Services System Act. Requires the Department of Human Services, or an entity designated by the Department, to develop and maintain an updated list of all of the State-approved public or private early intervention service providers in each local service area. Provides that the list shall be available on the Department or designated entity's website to allow free access to the list by eligible children and their families. Further provides that the list shall not include any information which would lead to preferential selection of any provider or group of providers over other providers, and that providers may not be included on the list of approved providers if, within the preceding 5 years, the provider has been a service coordinator of a local regional intake entity in a local service area. Effective immediately.
Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Specifies that in order to be eligible for a surviving spouse annuity, the spouse of the annuitant must meet a specific eligibility requirement no matter whether the annuitant was in service on or after the effective date of the amendatory Act or the effective date of Public Act 87-850. Removes a provision that requires survivor annuities to be offset by workers' compensation benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Directs the Department of Central Management Services, in cooperation with the Department of Corrections, to conduct a study showing the potential cost or savings from the proposed consolidation of the information technology staff of the Department of Corrections.
Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.
Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
