MUNI CD-UNCONTESTED OFFICE

Amends the Illinois Municipal Code. Provides that when a person who (i) has not timely filed valid nomination papers and (ii) intends to become a write-in candidate for nomination for any uncontested office files a written statement or notice of that intent, if the write-in candidate becomes the third (now, fifth) candidate filed, a primary ballot must be prepared and a primary must be held for the office.

PEN CD-NEW HIRES-67 TO 62

Amends the Illinois Pension Code. In provisions that are applicable to new hires: (i) provides that a member or participant is entitled to a retirement annuity upon written application if he or she has attained age 62 (rather than age 67), has at least 10 years of service credit, and is otherwise eligible under the requirements of the applicable Article and (ii) removes provisions concerning entitlement to a reduced annuity. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

MED DIST SPFLD-CONTINUE APPROP

Amends the Illinois Medical District at Springfield Act. Provides for a continuing appropriation of $300,000 from GRF to the District in each of fiscal years 2012 through 2021. Effective July 1, 2011.
