Amends the Sex Offender Registration Act. Provides for registration under the Act of a person convicted of a battery when the court: (1) finds that the battery was sexually motivated as defined in the Sex Offender Management Board Act; and (2) in its discretion requires the person to register under the Act.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning Chicago laborers and retirement board employees.
Amends the Election Code. Provides that each election authority shall establish at least one same-day voter registration site. Provides that, for each election authority with a population over 100,000, the election authority shall establish at least one additional same-day voter registration site for every additional 100,000 citizens it represents.
Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides for the recall of all State Executive Branch officers and members of the General Assembly. Changes the signature requirements for affidavits and petitions for recall of the Governor and expands them to include all State Executive Branch officers and members of the General Assembly. Proposes to amend the Local Government Article of the Illinois Constitution. Provides for the recall of all elected officials of any school district, community college, or unit of local government. Effective upon being declared adopted.
Amends the Code of Criminal Procedure of 1963. Provides that an attorney at law or an official authorized to admit another to bail or to accept bail may furnish any part of any security for bail if the bail security was derived from donations collected by a nonprofit organization which receives donations from the public on behalf of the defendant to provide bail security for the defendant and neither the attorney at law nor official or an immediate family member of the attorney at law or the official: (1) donated funds or other property to the nonprofit organization on behalf of the defendant for his or her bail security; or (2) is an officer or director of the nonprofit organization.
Amends the Illinois Public Labor Relations Act. Provides that a public employer is prohibited from providing the exclusive bargaining representative the social security numbers of public employees in the bargaining unit and the exclusive bargaining representative is prohibited from requesting the social security numbers of public employees in the bargaining unit. Amends the Illinois Educational Labor Relations Act to make similar changes. Effective immediately.
Amends the Workers' Compensation Act. Provides that one of the factors upon which the Illinois Workers' Compensation Commission shall base its determination of the level of permanent partial disability shall be evidence of disability corroborated by objective findings in the medical records (rather than evidence of disability corroborated by the treating medical records). Deletes a provision that no single factor shall be the sole determinant of disability.
Creates the Illinois College Procurement Reform Act. Allows the governing body of a public university to provide by resolution that the Illinois Procurement Code does not apply to the university as provided in the Illinois Procurement Code. Provides that the Board of Higher Education shall administer the Act and may adopt any rules necessary to implement and administer the Act. Amends the Illinois Procurement Code to provide that "State agency" does not apply to those public universities whose governing bodies have adopted a resolution under the Act. Provides that such universities shall procure their needs in a manner substantially in accordance with the requirements of the Code with respect to emerging businesses.
Amends the Certified Audit Program Law of the Civil Administrative Code of Illinois. Extends the certification program to all experienced tax practitioners. Provides that the term "experienced tax practitioner" means an Illinois-licensed certified public accountant, an Illinois-licensed attorney, or an enrolled agent licensed for a minimum of 8 years with substantial knowledge of Illinois tax laws and regulations. Reinstates the certified audit pilot project and extends it until July 1, 2020.
Creates the Illinois College Procurement Clarification Act and amends the Illinois Procurement Code. Allows the governing body of a public university to provide by resolution that, in the case of the expenditure of any federal grant, it shall be the policy of the university that federal procurement law and administrative rules supersede and have priority over the Illinois Procurement Code. Provides that the Board of Higher Education shall administer the Act and may adopt any rules necessary to implement and administer the Act.
