Amends the Real Estate License Act of 2000. Removes references to salespersons under the Act (salesperson licenses were transitioned to broker licenses in 2011). Repeals provisions concerning transitions in licensure. Makes changes in provisions concerning definitions, leasing agent licenses, necessity of licenses, exemption from licensure, broker licenses, managing broker licenses, real estate auction certification, examinations, change of address, expiration of licenses, managing brokers licensed in other states, continuing education, compensation, legislative intent, penalties for unlicensed practice, disciplinary actions, injunctions, violations, the Real Estate Recovery Fund, the Real Estate Administration and Disciplinary Board, the Real Estate Research and Education Fund, licensing of continuing education schools, and savings provisions.

Urges the General Assembly to work towards a biennial budget.
Proposes to amend the Finance Article of the Illinois Constitution relating to balanced budgets. Provides that the State budget shall be based on estimated revenue (now funds), defines "revenue". Provides that, except for deficiency or emergency appropriations, appropriations are expendable only during the fiscal year for which they were appropriated. Provides that the General Assembly by law may establish an extended period to pay lapsed appropriations, not to exceed six months beyond the end of the fiscal year.
Urges the Speaker of the House and the Chairperson of the House Personnel and Pensions Committee to hold a series of hearings on how the State could potentially approach a lump sum pension or partial pension exchange option.
Amends the General Assembly, State Employee, State Universities, Downstate Teachers, and Judges Articles of the Illinois Pension Code. Provides that beginning January 1, 2017, a person under one of those Articles who (i) has terminated service,(ii) is eligible to receive a retirement annuity, (iii) has not received a retirement annuity under that Article, and (iv) meets certain other eligibility requirements may elect to receive, in lieu of a retirement annuity, a lump sum accelerated pension benefit payment equal to 75% of the present value of the retirement annuity or may elect to receive a lump sum partial accelerated pension benefit payment in exchange for a specified reduction in his or her retirement annuity and all other benefits under the Article. Provides that a person may not elect a percentage reduction of retirement annuity that would result in a partial accelerated benefit payment of less than $50,000. Provides that if a person elects to receive a lump sum accelerated pension benefit payment in lieu of a retirement annuity, his or her credits and creditable service under that Article shall be terminated upon receipt of the accelerated pension benefit payment; except that the terminated service credit shall be used for the purposes of determining participation, benefits, or premiums under the State Employees Group Insurance Act of 1971. Contains provisions concerning return to service, rulemaking, qualified plan status, and new benefit increases. Amends the State Employees Group Insurance Act of 1971 to make related changes. Effective immediately.
Declares the State of Illinois to be a Purple Heart State.
Amends the Criminal Code of 2012. Provides that a person who has been convicted of, or placed on supervision for, a battery committed against a person who was under 18 years of age at the time of the commission of the offense and the offense was committed on or after the effective date of the amendatory Act is prohibited for a period of 5 years from the date of conviction from knowingly being present or loitering at a facility or location prohibited for a child sex offender under the Code. Provides that the person for a period of 5 years from the date of conviction is prohibited from the date of conviction from knowingly being employed by or knowingly being a contractor for a child care facility, library, public housing agency, government agency, social service agency, or volunteer organization described in the Sex Offender Community Notification Law. Provides that a violation is a Class 4 felony.
Amends the Compensation Review Act. Prohibits cost-of-living adjustments for or during the fiscal year beginning July 1, 2015 for State government legislative and executive elected officers and appointees in positions for which the Compensation Review Board previously recommended or determined compensation. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal of the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 from January 1, 2016 to January 1, 2026. Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Makes changes in provisions regarding definitions; administrative procedure; licensure requirements; display of licensure; qualifications for licensure as a barber teacher; examination of barber license applicants; licensure as a cosmetologist; renewal of a cosmetology licensing; licensure of estheticians and renewal; investigations by the Department of Financial and Professional Regulation; ownership of schools; school rules and refunds; license renewal for nail technicians; suspension of licensure; practice without a license; investigations and hearings; attendance of witnesses; rehearings; hearing officers; certified copies of orders; and restoration of licenses. Adds provisions concerning licensure by endorsement; inactive statuses; licensed cosmetologists seeking licenses as barbers; licensed barbers, estheticians, and nail technicians seeking licenses as cosmetologists; sales of schools licensed under the Act; citations; and disposition by consent orders. Makes other changes. Effective immediately.
Amends the Community Association Manager Licensing and Disciplinary Act. Removes the requirement that the Department of Financial and Professional Regulation use licensing examination standards from the National Organization for Competency Assurances. Provides that no supervisory community association manager may be the designated supervisory community association manager for more than one firm, corporation, limited liability company, or other legal entity (rather than no community association manager may be the licensee-in-charge for more than one firm, corporation, limited liability company, or other legal entity). Provides that the Department may require a person whose license is lapsed to complete a period of evaluated experience (rather than evaluated clinical experience). Makes technical changes. Amends the Real Estate License Act of 2000. Includes limited liability companies in provisions concerning a sponsoring broker in an employment agreement with a licensee. Makes grammatical changes. Effective immediately.
