WORKERS COMP-BENEFITS-RECOVER

Amends the Workers' Compensation Act. Provides that the payment of temporary benefits is without prejudice and is not an admission of liability. Provides that, upon a determination that a payor is not responsible for the payments of benefits, the payments made may be recovered from the recipient of the benefits.

FOIA-PERSONS IN CUSTODY & INFO

Amends the Freedom of Information Act. Provides that no provision of the Act shall be construed to afford any rights to any person: (i) incarcerated in a State, local, or federal correctional facility; or (ii) in the custody of the Department of Human Services as unfit to stand trial or under the Sexually Violent Persons Commitment Act. Provides that the new provisions shall not be construed to prevent a person from exercising his or her constitutionally-protected rights. Exempts from disclosure under the Act records requested by persons committed to a county jail if those materials are available in the library of the jail. Exempts from inspection and copying information or materials received, generated, or maintained by a State's Attorney or county sheriff as part of the criminal discovery process that the disclosure of which would violate the Supreme Court Rule concerning the disclosure of discovery materials in felony cases. Provides that the exemption applies regardless of whether the case has concluded. Effective immediately.

PROP TX-PTELL

Amends the Property Tax Code. Provides that, beginning with the 2016 levy year, the Property Tax Extension Limitation Law applies to all taxing districts, including home rule units. Provides that, beginning with the 2016 levy year, the extension limitation under the Property Tax Extension Limitation Law is 0% or the rate of increase approved by the voters. Preempts home rule. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

HIGHER ED AFFORDABILITY TF

Creates the Higher Education Affordability Task Force to study and make recommendations on higher education affordability and student retention, and to determine whether Illinois is doing an adequate job at capturing sufficient available federal grants for higher education.

CON AMEND-PETITION INITIATIVE

Proposes to amend the Constitutional Revision Article of the Illinois Constitution. Removes the limitation that amendments proposed by petition initiative be limited to structural and procedural subjects contained in Article IV. Reduces the number of signatures required to place a petition initiative on the ballot from 8% of total votes cast for Governor in the last gubernatorial election to 5%. Provides that, if the petition is valid and sufficient, the proposed amendment shall be submitted to the electors at that general election and shall become effective if approved by three-fifths of those voting on the amendment. Effective upon being declared adopted.
