Amends the Motor Fuel Tax Law. Provides that the tax shall not be imposed upon the importation or receipt of aviation fuels and kerosene at airports that have a runway of at least 10,003 feet in length and that serve as a U.S. Port of Entry and Foreign Trade Zone operating under the security supervision of the United States Department of Homeland Security.
Amends the Illinois Income Tax Act. Provides that, if the rate of tax is reduced because the State has exceeded the State spending limit, then, beginning with the first distribution to occur after the effective date of the reduction, the State Comptroller shall order transferred and the State Treasurer shall transfer each month from the General Revenue Fund to the Local Government Distributive Fund an amount equal to 1/10 of the net revenue realized under Act during the preceding month. Effective immediately.
Amends the Property Tax Code. Provides that, beginning in taxable year 2015 and concluding in taxable year 2020, the county clerk shall reduce the property taxes levied by each taxing district to a level that is not greater than that taxing district's levy in the previous taxable year. Provides that the county clerk may increase or decrease the portion of a total tax levy paid by any individual taxpayer, provided that the increase or decrease in the individual taxpayer's tax bill is based solely on a change in the equalized assessed value of the taxpayer's property. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the standard registration fee for passenger motor vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds shall be reduced by 50% for any Illinois vehicle owner who has served on active duty in the armed forces and was discharged or separated under honorable conditions and provided proof of service as required by the Secretary of State. Effective immediately.
Amends the Illinois Municipal Code. Creates a tax increment allocation financing extension for an ordinance adopted on December 23, 1993 by the City of Lacon. Effective immediately.
Amends the Illinois Municipal Code. Provides that, on and after the effective date of the amendatory Act, a home rule unit may not impose any tax increase or levy any new or additional tax without prior referendum approval. Limits home rule powers.
Amends the State Finance Act. Creates the Coast Guard Mutual Assistance Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code. Provides for the issuance of U.S. Coast Guard license plates. Provides that an applicant shall pay $20 for the original issuance of the plate, in addition to any appropriate registration fees. Of this fee, $5 shall be deposited into the Coast Guard Mutual Assistance Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that for each registration renewal period, an applicant shall pay a $20 fee in addition to any appropriate registration fees. Of this fee, $18 shall be deposited into the Coast Guard Mutual Assistance Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Coast Guard Mutual Assistance Fund shall be paid as grants for charitable purposes and financial assistance programs sponsored by Coast Guard Mutual Assistance, Inc.
Amends the Herptiles-Herps Act, the Fish and Aquatic Life Code, and the Wildlife Code. Provides that no employee of the Department of Natural Resources shall search any home or its curtilage without a valid warrant, permission, or probable cause that the home or its curtilage contains evidence of a violation of the Acts. Makes other changes. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Requires a minimum of $1,000 cash bond on a weapons offense under Article 24 of the Criminal Code of 2012, which is a Class X, 1, 2, or 3 felony. Requires a source of bail hearing to be conducted prior to posting of bail.
