Amends the Illinois Income Tax Act. In a Section concerning apportionment of business income, provides that, if the apportionment provisions do not fairly represent the market for the person's goods, services, or other sources of business income (instead of "the extent of a person's business activity in this State"), a person may petition for, or the Director may permit or require, the following: (1) separate accounting; (2) the exclusion of any one or more factors; (3) the inclusion of one or more additional factors; or (4) the employment of any other method to effectuate an equitable allocation and apportionment of the person's business income. Makes changes concerning gains or losses included in the net income of a nonresident partners and shareholders. Makes changes concerning unitary business groups. Makes other changes.
Amends the Unified Code of Corrections. Provides that notwithstanding any other provision of law to the contrary, any person incarcerated in an institution or facility of the Department of Corrections shall be eligible for parole or mandatory supervised release after having served 15 years of the sentence when the Prisoner Review Board determines by using the guidelines established in these provisions that there is a strong and reasonable probability that the person will not thereafter violate the law and the person is serving a sentence of natural life imprisonment whose guilty plea was entered or whose trial commenced before December 31, 1990, and who: (1) pleaded guilty to or was found guilty of the first degree murder of a spouse or domestic partner; (2) has no prior violent felony convictions; (3) no longer has a cognizable legal claim or legal recourse; and (4) has a history of being a victim of continual and substantial physical or sexual domestic violence that was not presented as an affirmative defense at trial or sentencing and the history can be corroborated with evidence of facts or circumstances which existed at the time of the alleged physical or sexual domestic violence of the offender, including but not limited to witness statements, hospital records, social services records, and law enforcement records.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois and the State Finance Act. Grants the Illinois Department of Transportation the power to enter into agreements to make direct grants and low-interest loans to minority-owned businesses, female-owned businesses, and disadvantaged business enterprises certified by the Department for participation on Department-procured construction and construction-related contracts. Provides that grant and loan funds shall be expended, subject to appropriation, from the Working Capital Loan Repayment Fund. Specifies permissible uses of funds and provides that funds may be loaned with or without interest. Provides that the Department shall establish the requirements for eligibility and criteria for grant and loan applications, approved use of funds, amount of loans or grants, interest rates, collateral, and terms. Creates the Working Capital Loan Repayment Fund and provides that the State Comptroller shall order and the State Treasurer shall transfer $10,000,000 from the Road Fund to the Working Capital Loan Repayment Fund.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning custodial interrogations.
Directs the Illinois Department of Transportation to study the merits of acquiring additional passenger railcars in advance of the Next Generation deliveries and issue a written report of its findings.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Amends the Illinois Lottery Law and the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to extend the Quality of Life scratch-off game and the Quality of Life Board for an additional 5 years. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that no person who engages in the business of a locksmith shall commence work involving the keying, rekeying, installation, repair, opening, or modification of locks, for compensation that exceeds $100, without first providing to the consumer a written price estimate or a written price limit. Provides for a number of disclosures on any written price estimate or limit. Provides that the person who performs a locksmith service shall retain the original copy of the written price estimate or limit for a period of 2 years. Provides that a violation is an unlawful practice under the Act. Effective immediately.
