DCEO-SUPP LOW-INCOME ASSISTANC

Amends the Energy Assistance Act. Provides that a provision concerning the Supplemental Low-Income Energy Assistance Fund and the Energy Assistance Charge is repealed effective December 31, 2018 (rather than December 31, 2013) unless renewed by action of the General Assembly. Effective immediately.

RTA-ISSUANCE OF BONDS

Amends the Regional Transportation Authority Act. Provides that the Authority may issue, sell, and deliver additional Working Cash Notes before July 1, 2016 (now 2014) that are over and above and in addition to the $100,000,000 authorization. Effective immediately.

VEH CD-RENTAL INSURANCE: FEES

Amends the Renter's Financial Responsibility and Protection Act. Provides that beginning January 1, 2014, the amount that a rental company may charge for a collision damage waiver shall increase to $13.50 per day. Provides that beginning January 1, 2015, the amount that a rental company may charge for a collision damage waiver shall increase on the first day of the year and every year thereafter by the lesser of: (i) the Consumer Price Index for all Urban Consumers for the previous calendar year as determined by the United States Department of Labor; or (ii) 5%. Effective immediately.

IHDA-LIMITED-PROFIT ENTITY

Amends the Illinois Housing Development Act. Removes from the definition of the term "limited-profit entity" limited-profit entities having articles of incorporation which provide that if the limited-profit entity receives a loan from the Illinois Housing Development Authority, the Chairman of the Authority shall have the power, if he determines that any such loan is in jeopardy of not being repaid, or that the proposed development for which such loan was made is in jeopardy of not being constructed, or the limited-profit entity is otherwise in violation of rules and regulations promulgated by the Authority, to appoint to the board of directors or other comparable controlling body of such limited-profit entity a number of new directors or persons, which number shall be sufficient to constitute a voting majority of such board or controlling body. Removes provisions prohibiting a limited-profit entity which receives loans from the Authority from making distributions in any one year with respect to a development financed by the Authority in excess of 6% of its equity in such development. Adds language providing that the equity in a development shall consist of the difference between the amount of the mortgage loan and the total cost of the development. Provides that the Authority shall approve a tenant selection plan submitted by the applicant for the loan prior to disbursing any funds in connection with the acquisition, rehabilitation, or construction of a development (rather than providing that prior to making a loan commitment for a development, the Authority shall approve a tenant selection plan submitted by the applicant for the loan). Effective immediately.

CRIM ID-EXPUNGEMENT&SEALING

Amends the Criminal Identification Act concerning the expungement and sealing of criminal records. Provides that the petitioner, State's Attorney or prosecutor charged with the duty of prosecuting the offense, the arresting agency, or the chief legal officer of the unit of local government effecting the arrest (rather than the petitioner or any party entitled to notice) may file a motion to vacate, modify, or reconsider the order granting or denying the petition to expunge or seal within 60 days of service of the order.

SCH CD-EXEMPT PHYS ED-DISABLED

Amends the School Code. Provides that, if requested, a school board is authorized to excuse a pupil from engaging in a physical education course if the pupil has an intellectual or physical disability, is participating in an athletic program outside of the school setting, and documents such participation as determined by the school board. Effective July 1, 2013.

MEDICAID-HEALTH BENEFITS SRVCE

Amends the Medical Assistance Article of the Illinois Public Aid Code. Beginning January 1, 2014, extends benefits under the State's medical assistance program to persons aged 19 or older, but younger than 65, who are not otherwise eligible for medical assistance under the Code, who qualify for medical assistance under specified provisions of the Social Security Act, and who have income at or below 133% of the federal poverty level plus 5% for the applicable family size. Provides that the 4-year moratorium on the expansion of medical assistance eligibility through increasing financial eligibility standards shall not apply to this new class of persons. Provides that such persons shall receive coverage for the Health Benefits Service Package. Defines "Health Benefits Service Package". Provides that if Illinois' federal medical assistance percentage (FMAP) is reduced below 90% for persons eligible for medical assistance under the specified provisions, medical assistance eligibility for this new class of persons shall cease no later than the end of the third month following the month in which the reduction in FMAP takes effect. Effective immediately.

PRIVATE DETECTIVES-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.
