Amends the Public Community College Act. Makes a technical change in a Section concerning the application of provisions to a community college district in Chicago.

Amends the Criminal Code of 1961. Provides that a person who knowingly and falsely represents himself or herself to be an elected official is guilty of a Class 4 felony (rather than a Class A misdemeanor).
Amends the School Code. Makes a technical change in a Section concerning the State Board of Education.
Amends the Property Tax Code. Requires boards of review in counties with less than 3,000,000 inhabitants to notify the complainant or the complainant's attorney, either electronically or by mail, of the receipt of the filing of a complaint. Provides that the notice shall include the docket number. Provides that, if the complaint does not comply with board of review rules, the notification must identify which rules have not been complied with and provide the complainant with not less than 5 days to comply with those rules. Provides that, if the complainant complies with the board of review rules at the time the complaint is filed or within the extended period granted by the board of review, then the board of review must send the complainant or the complainant's attorney a notice of a hearing. Provides that boards of review in counties with less than 3,000,000 inhabitants shall adopt rules allowing a complaining party or its attorney to attend and participate in a hearing telephonically or electronically. In a Section concerning scavenger sales, requires certain county collectors to publish notice of the intended application for judgment and sale of all properties upon which all or a part of the general taxes for each of 3 or more years (instead of 2 or more years) are delinquent.

Amends the Illinois Housing Development Act. Makes a technical change in a Section concerning the short title.
Creates the Fair Notice of Sentence Act. Provides that in any criminal case in which a court imposes a sentence of imprisonment of one year or more on a defendant after conviction of a felony offense, the court may at its own discretion or upon the request of any party in court complete a Fair Notice of Sentence containing specified information. Provides that the clerk of the court shall attach a copy of the notice to the mittimus or documents to be transmitted to the Illinois Department of Corrections and shall place a copy of the notice in the court file. Provides that when the Department receives a mittimus or court file information to which a notice is attached, the Department shall maintain a copy of the notice in its records including the sentenced inmate's master file and notify the State's Attorney, the court, and the parties identified in the notice of certain changes in the inmate's release date. Provides that the Illinois Department of Corrections shall update, correct, or modify the contact information of individuals to be notified as shown on the notice upon a request provided to the Department and approved by the State's Attorney of the county in which the inmate was sentenced. Amends the Unified Code of Corrections to make conforming changes.
Amends the Illinois Housing Development Act. Removes from the definition of the term "limited-profit entity" limited-profit entities having articles of incorporation which provide that if the limited-profit entity receives a loan from the Illinois Housing Development Authority, the Chairman of the Authority shall have the power, if he determines that any such loan is in jeopardy of not being repaid, or that the proposed development for which such loan was made is in jeopardy of not being constructed, or the limited-profit entity is otherwise in violation of rules and regulations promulgated by the Authority, to appoint to the board of directors or other comparable controlling body of such limited-profit entity a number of new directors or persons, which number shall be sufficient to constitute a voting majority of such board or controlling body. Removes provisions prohibiting a limited-profit entity which receives loans from the Authority from making distributions in any one year with respect to a development financed by the Authority in excess of 6% of its equity in such development. Adds language providing that the equity in a development shall consist of the difference between the amount of the mortgage loan and the total cost of the development. Provides that the Authority shall approve a tenant selection plan submitted by the applicant for the loan prior to disbursing any funds in connection with the acquisition, rehabilitation, or construction of a development (rather than providing that prior to making a loan commitment for a development, the Authority shall approve a tenant selection plan submitted by the applicant for the loan). Effective immediately.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Healthcare and Family Services.
Amends the Illinois Affordable Housing Act. Makes a technical change in a Section concerning the short title.
